Chapter 56 at a glance: wadding, felt, nonwovens and ropes

Chapter 56 belongs to Section XI, the textiles part of the customs tariff classification. It is a mixed chapter. It holds soft, bulky goods such as wadding and felt. It holds nonwoven fabric. It also holds cord goods such as twine, cordage, ropes and cables, plus a few special yarns.

Many traders search for hsn code 56 and expect only yarn. The chapter is wider than that. Ordinary woven and knitted fabrics sit in other chapters, so check the heading text before you pick a line.

How to choose the right Chapter 56 code

Start with the form of the good. Is it a soft pad, a felt, a nonwoven sheet, a yarn or a rope? Then read the heading text and the six-digit lines under it. Each heading splits its goods in a different way.

Wadding (5601): the split is by fibre.
Felt (5602): needleloom felt and stitch-bonded fibre fabrics go to 560210. Wool felt, other felt and coated or laminated felt each have their own lines.
Nonwovens (5603): first ask if the fabric is made of man-made filaments. Then check the weight. The bands are up to 25 g/m2, over 25 up to 70, over 70 up to 150, and over 150. For example, 560311 is the lightest band of man-made filament nonwovens and 560394 is the heaviest band of the other nonwovens.
Twine and rope (5607): the material decides. Sisal and other agave fibres have their own lines. Polyethylene or polypropylene twine and rope use 560741 for binder or baler twine and 560749 for the rest. Other synthetic fibres go to a separate line.
Other knotted netting is in different lines.

Special yarns in Chapter 56: rubber thread, metallised and chenille yarn

Heading 5604 covers rubber thread and cord that is covered with textile, such as 560410. It also covers textile yarn and strip that is coated or sheathed with rubber or plastics.

Heading 5605 is for metallised yarn. It has one line, 560500.

Heading 5609 is the catch-all for articles made of yarn or strip of headings 5404 or 5405, and for twine, cordage, rope or cables not named elsewhere. Use it only after you have ruled out 5607 and 5608.
