What HS code 5607 covers

Heading 5607 is where a length of line goes when it is made by twisting, plaiting or braiding fibres together. Think of farm twine, packing cord, mooring rope and heavy cable. A rubber or plastic layer on the outside does not move the goods to another heading.

You may also see it written as HSN code 5607. It is the same heading under another name.

Material decides almost everything here. A rope made of sisal and a rope made of polypropylene can look alike, but they sit under different codes.

HS 5607 subheadings by material

The subheadings 560721 to 560790 are sorted by fibre. Most fibres have a pair of codes: one for binder or baler twine and one for everything else.

  • 560749 is all other polyethylene twine and polypropylene rope.
  • Other synthetic fibres: 560750 covers synthetic fibre rope made from anything except polyethylene or polypropylene.
  • Other materials: 560790 is the catch-all for materials not named elsewhere in the heading.

How to choose the right 5607 subheading

Work in short steps. Ask the questions in this order and stop when you have an answer.

First, find the fibre. Is it sisal or another agave fibre, polyethylene or polypropylene, a different synthetic fibre, or something else? That picks the pair of codes.

Second, ask if the product is binder or baler twine. If yes, take the twine code of that pair. If no, take the other code, which also holds cordage, ropes and cables.

Third, ignore the finish. Each subheading already allows rope that is impregnated, coated, covered or sheathed with rubber or plastics, so the coating does not change the answer.

Last, use 560790 only when no named fibre fits. If you are unsure, the HS code classifier can help you check before you file.

Difference between HS 5607 and 5608

The two headings both mention twine, cordage and rope, so they are easy to confuse. Heading 5608 adds knotted netting, made up fishing nets and other made up nets of textile materials. If the goods are a net, look at 5608.

Heading 5609 is for articles made from yarn, strip or twine, cordage, rope or cables that are not named anywhere else. A simple rule helps. A plain line sold by length belongs in 5607. A net belongs in 5608. A finished item made from line, and not described elsewhere, points to 5609.

Gimped and chenille yarns are a different case again and sit in heading 5606. Always check the full legal wording of the heading before you decide.
