HS code 44 wood and articles of wood: what it covers

Chapter 44 follows the wood from forest to finished product. It starts with fuel wood and charcoal. It moves on to logs and sawn timber, then to boards and panels, and ends with goods made of wood.

Most headings split by the kind of tree. The codes separate coniferous wood, such as pine, fir and spruce, from non-coniferous wood, such as oak, beech and birch. Tropical woods like teak and meranti often get their own codes. Many codes also split by thickness, by treatment or by shape.

That is why the first question is always the same: what is the product, and what shape is it in? A log, a sawn plank and a plywood sheet all come from wood, but each sits under a different heading.

Chapter 44 headings by product group

Here is a simple way to read the chapter. Each group below links to the heading pages, where you can see the six-digit codes in full.

  • Fuel wood and charcoal: 4401 covers fuel wood, wood chips, sawdust and wood pellets. 4402 covers wood charcoal, including bamboo charcoal and nut or shell charcoal.
  • Logs and rough wood: 4403 is wood in the rough, such as logs. 4405 is wood wool and wood flour. 4406 is railway sleepers.
  • Sawn wood and veneer: 4407 is sawn wood, often called lumber. 4408 is veneer sheets.
  • 4411 is MDF and other fibreboard. 4412 is plywood, LVL and blockboard. 4413 is densified wood.
  • Packing and casks: 4415 covers wooden pallets, crates and boxes.
  • Joinery and flooring: 4418 covers windows, doors, assembled flooring panels, glulam and CLT.
  • Wooden articles: 4414 is frames. 4417 is tool handles. 4419 is tableware and kitchenware. 4420 is ornaments and inlaid wood. 4421 covers other items such as clothes hangers and coffins.

How to pick the right Chapter 44 code

Start with the form of the product. Is it fuel, a log, a sawn plank, a sheet, a board or a finished item? That answer points you to a heading. Then use the details below to choose the subheading.

Thickness splits 4407 from 4408.

For boards, check how they are made. Fibreboard sits in 4411, and MDF is split by thickness: 441112 for up to 5 mm, 441113 for over 5 mm up to 9 mm, and 441114 for over 9 mm. Plywood and similar layered products sit in 4412.

For fuel, the form matters. Wood pellets are 440131 and wood briquettes are 440132. Rough teak logs are 440342, while sawn teak is 440723.

One more tip: 4420 includes some wooden furniture, but only items that do not fall in chapter 94. If you are unsure, try the HS code classifier.
