What HS code 4401 covers

Fuel wood is wood that people burn for heat or power. Heading 4401 takes it in many shapes. Some are logs, billets, twigs and faggots, which are small bundles of twigs.

Some of these goods are pressed into a fixed shape. Customs calls this agglomerated. Wood pellets and wood briquettes are the common examples. Wood sold as firewood or as biomass fuel usually belongs here.

You may also see the number written as HSN code 4401 or HTS code 4401. The first six digits are the same in every country. Each country adds its own extra digits after that, so check the national tariff before you ship.

How to choose the right fuel wood subheading

Work through three questions. First, what form is the wood in: whole pieces, chips, or sawdust and waste? Second, is the wood coniferous or non-coniferous? Third, has it been pressed together?

Coniferous wood comes from trees such as pine or fir. Non-coniferous wood comes from broadleaf trees. This split applies to logs and to chips. It does not apply to sawdust and waste.

  • Loose, unpressed material: 440141 for sawdust, 440149 for other waste and scrap.

4401 vs nearby wood headings

Several nearby headings sound alike, so goods are often filed in the wrong one. Charcoal is made by burning wood, and it has its own heading. Raw timber that has not been cut into boards sits in the rough-wood heading.

Very fine wood products such as wood wool and wood flour go to their own heading. Wood sawn lengthwise into boards or beams goes to the sawn-wood heading. Boards made from pressed chips and glue are a different good again.

A simple test helps. If the product is sold to be burned, stay in 4401. If it is sold to build or make something, look at the other headings.
