What HS code 4410 covers

These boards are made by pressing small pieces of wood together. The pieces can be chips, flakes or long strands. Many boards are bonded with resin glue, but the heading also covers boards made without it. This is why the wording says "agglomerated with resins" or not.

In daily trade you will hear other names. Particle board is often called chipboard. OSB is also sold as OSB board. Waferboard is an older board with larger flakes. All three belong in this heading, as part of the Chapter 44 wood articles group.

The heading also reaches past wood. The words "ligneous materials" mean woody, plant-based fibre that is not true wood. A board made from such fibre can still fall under 4410. This is the first thing to check when you do customs classification for a board.

How to choose the right 4410 subheading

Work through two questions in order. Match the exact customs wording at the end, because the description decides the code.

Use the steps below as a quick guide.

  • Step 1: Is the board made of wood? If it is made of another woody material, use 441090.
  • Step 2: If it is wood, is it plain particle board? Use 441011.
  • Step 3: Is it oriented strand board, or OSB? Use 441012.
  • Step 4: Is it waferboard or a similar wood board that fits none of the above? Use 441019.
  • Step 5: Check the full description of your chosen code. If you are still unsure, try the HS code classifier.

HS 4410 vs fibreboard (4411) and plywood (4412)

Three neighbouring headings are easy to mix up. The difference is in how the board is built.

Heading 4410 is for boards made of chips, flakes or strands. Heading 4411 is fibreboard. It is made from wood fibres or other woody materials, bonded with resins or other substances. These are made by gluing layers together.

Very thin sheets used for veneering or for plywood sit in heading 4408. If your product is a thin sheet and not a pressed board, look there first. If it is a pressed board of chips, flakes or strands, stay with 4410.
