What HS code 4403 covers

The official name is wood in the rough. The bark or sapwood may still be on, or it may be stripped off. The wood may also be roughly squared, which means it has been given a rough square shape.

The heading sits in Chapter 44, wood and articles of wood, inside Section IX. Its codes split on three questions. Is the wood treated? Which tree did it come from? How thick is it?

HS 4403 subheadings by wood type

It is easier to read the codes in four groups than as one long list.

  • Pine, fir, spruce and other conifers (440321 to 440326): untreated, split by tree type and by size.
  • Other species (440391 and 440393 to 440399): oak, beech, birch, poplar and aspen, eucalyptus, and a catch-all for the rest.

How to pick the right 4403 code

Work through these steps in order. Stop at the first one that fits your wood.

Countries can add more digits after the first six, so check your national tariff as well. The HS code classifier can help you test a product description.

  • Step 1: Is the wood treated with paint, stains, creosote or other preservatives? If yes, use 440311 for conifers or 440312 for non-conifers.
  • Step 3: If it is untreated pine, use 440321 or 440322. Other conifers go to 440325 or 440326.
  • Step 4: For hardwoods, use 440391 for oak, 440393 or 440394 for beech, 440395 or 440396 for birch, 440397 for poplar and aspen, and 440398 for eucalyptus.
  • Step 5: Check the size where a code comes in pairs. The first code of a pair is for a smallest cross-section of 15 cm or more.
  • Step 6: If nothing above fits, untreated wood of another kind goes to 440399.

4403 vs nearby headings: fuel wood, poles, sleepers, sawn wood

Some goods look close to rough logs but belong elsewhere. Check these before you settle on 4403.

Fuel wood in logs, wood chips, sawdust and wood waste belong in heading 4401. Railway or tramway sleepers of wood have their own heading, 4406.

The biggest mix-up is rough wood against sawn wood. Thinner sheets for veneering and plywood go to heading 4408. Logs that have not been cut in this way stay in 4403.
