This chapter is the fur chapter of the Harmonized System. Real fur is split into three stages: raw skins, tanned or dressed skins, and goods made from fur. Artificial fur, often called faux fur, sits in its own heading.

- HS 4301, raw furskins: skins that have not been tanned. This includes heads, tails, paws and cuttings that a furrier can use. Examples are 430110 for whole mink furskins, 430130 for Astrakhan and similar lamb, 430160 for fox, and 430190 for heads, tails, paws and pieces.
- HS 4302, tanned or dressed furskins: skins that have been treated. They may be whole, in pieces, or sewn together without other materials. Examples are 430211 for mink that is not assembled and 430230 for assembled skins and pieces.
- HS 4303, fur apparel and articles: finished goods made of furskin. Use 430390 for other furskin articles.
- HS 4304, artificial fur: faux fur and articles made from it, under 430400.
How to choose the right Chapter 43 code
Start with one question: is the fur real or artificial? Artificial fur goes to 4304. Real fur goes to 4301, 4302 or 4303.
For real fur, look at how far the skin has been worked. Raw skins go to 4301. Once the skins are made into a coat, a scarf or another item, they move to 4303.
Next, check the form. Whole skins and loose heads, tails, paws or cuttings have separate codes in both 4301 and 4302. In 4302, skins that are sewn together have their own code, 430230.
Watch the exclusions. Heading 4302 does not cover goods that belong in 4303. If you are unsure, try the HS code classifier.
