What HS code 4302 covers

Heading 4302 is for furskins that have been through tanning or dressing. Tanning turns a raw skin into a stable material that will not rot. Dressing is the finishing work that makes the fur side and the leather side ready for a furrier.

The heading takes in whole skins. It also takes in heads, tails, paws, other pieces and cuttings. The skins can be loose (unassembled) or sewn together into larger sheets, as long as nothing else is added to them. Fur sheets made with other materials do not belong here.

Some buyers search for the same heading as HSN code 4302 or HTS 4302. The name changes by country, but the four-digit heading describes the same goods. The digits added after it can differ from one customs system to another, so check the national tariff of the importing country before you file.

Duty rates also depend on the importing country. This page does not list them. It focuses on putting your goods under the right code.

HS 4302 subheadings: 430211, 430219, 430220, 430230

Each subheading answers a simple question: what shape is the fur in, and is it joined together? Here is each one in plain words.

  • This is the answer if you ask for the HS code for tanned mink skins.
  • Any whole skin that is not mink, and not covered by 4303, lands here.
  • This is the code for fur pieces and cuttings.
  • 430230: whole skins, and pieces or cuttings of them, that have been assembled. Think of sheets or plates made by joining skins.

How to choose the right 4302 subheading

Work through three checks in order. First, ask if the fur is tanned or dressed. If it is still raw, you are not in this heading at all.

Second, ask if the skins are joined. If they are assembled, with no other material added, the goods go to 430230, whether they are whole skins or pieces. If they are loose, go to the next check.

Third, look at the shape of what you have. Loose pieces, cuttings, heads, tails or paws go to 430220. Loose whole skins go to 430211 if they are mink and to 430219 if they are any other animal.

If you are unsure, the HS code classifier can help you narrow it down. Always confirm the final code with a customs broker or the tariff of the importing country.

4302 vs 4301, 4303 and 4304

The difference between HS 4301 and 4302 is the state of the skin. Heading 4301 is for raw furskins. Once a skin is tanned or dressed, it moves to 4302.

Heading 4303 is for finished goods: articles of apparel, clothing accessories and other articles made of furskin. So a fur garment is not classified under 4302. The text of 4302 states that goods of 4303 are excluded. Fur that has only been tanned and joined into plain sheets stays in 4302, but a coat or a scarf made from it goes to 4303.

Fake fur does not come from an animal skin, so it never belongs in 4302.

All four headings sit together in Chapter 43, which covers furskins and artificial fur. A quick way to remember the order is: raw, tanned, made into articles, and artificial.
