What raw furskins heading 4301 covers
A furskin is an animal skin with the hair still on it. Raw means nobody has tanned or dressed it yet. This heading is built for skins that a furrier would use. Loose heads, tails, paws and cuttings count too.
You may also see it called HSN code 4301 or HTS code 4301. The first four digits stay the same in the Harmonized System. Each country adds its own extra digits after the sixth.
The heading has one firm limit. Ordinary raw hides and skins that fit 4101, 4102 or 4103 do not belong here. Those headings cover hides that are made into leather, such as cattle hides. A fur-bearing skin for a furrier stays in 4301.
Six-digit subheadings under 4301
The six-digit subheadings split the skins by animal. They also split whole skins from pieces. Read the full wording of a code before you put it on a document. Your customs authority has the final say.
- 430110: mink. Whole skins only.

- 430160: fox. Whole skins only.
- 430180: any other animal not named above. Whole skins only.
4301 or 4302, 4303, 4304? Choosing the right heading
Start with the state of the skin. If it is raw, look at 4301. If it has been tanned or dressed, look at 4302. That heading also covers loose pieces and skins sewn together with no other material added.
Next, ask if the skin has become a finished item. Clothing, accessories and other articles made of furskin go to 4303. Fake fur and articles made from it go to 4304. Artificial fur is not an animal skin, so it never fits in 4301.
Last, check the hide exclusion. A raw hide that fits 4101, 4102 or 4103 is not a 4301 good. If you still cannot decide, try the HS code classifier.
