HS Code 4421Wooden articles n.e.c. in heading no. 4414 to 4420

4 six-digit codes · Heading 21 of 21 in Chapter 44 · World Customs Organization Harmonized System

HS code 4421 is the catch-all heading for other articles of wood, such as clothes hangers, coffins and bamboo goods that no earlier heading in the chapter names.

The WCO writes heading 4421 as a residual bucket: goods of Chapter 44that answer to “Wooden articles n.e.c. in heading no. 4414 to 4420” and that no more specific heading in the chapter already claims. It still carries 4 six-digit codes, 442110 through 442199, so “other” is not the end of the classification here. The heading is number 21 of 21 in Chapter 44, Wood and articles of wood; wood charcoal, which runs to 128 six-digit codes in all.

What HS code 4421 covers

Heading 4421 is a residual heading. Residual means everything else. Its official name is wooden articles n.e.c., and n.e.c. means not elsewhere classified. In plain English, these are other articles of wood.

The goods must be made of wood and must not fit headings 4414 to 4420. If a more specific heading fits, that heading wins. You may also see the same number written as HSN code 4421. It is the same tariff classification.

Treat 4421 as the last stop. Check the named headings first. Come here only when none of them describes your product.

What is not classified in 4421

Wood goods are easy to misfile. A frequent mistake in Chapter 44 is to put an item here when it already has its own heading. Check this list first:

  • Picture, photo and mirror frames: heading 4414.
  • Crates, boxes, drums and pallets for packing: heading 4415.
  • Tool bodies and handles, broom and brush handles, shoe lasts: heading 4417.
  • Doors, windows, flooring panels and shingles for building: heading 4418.
  • Wooden plates, bowls and kitchen items: heading 4419.
  • Inlaid wood, jewellery and cutlery cases, statuettes and ornaments: heading 4420.

How to choose the right 4421 subheading

Heading 4421 splits into four six-digit subheadings. Ask these questions in order and stop at the first yes.

Is it a clothes hanger? Use 442110. Is it a coffin? Use 442120. Is it made of bamboo? Pick 442191. If none of these fit, pick 442199 for any other wooden article that is not bamboo.

The two other codes, 442191 and 442199, both leave out clothes hangers. A hanger always goes to 442110, bamboo or not.

Many people ask about the gap between HS 4420 and 4421. Heading 4420 lists particular goods, such as a wooden jewellery box or a carved statuette. Heading 4421 takes what is left. A coffin is not in 4420, so it has its own code here.
