2 six-digit codes · Heading 11 of 11 in Chapter 41 · World Customs Organization Harmonized System

Some countries call it HSN code 4115, and the scope is the same.

Heading 4115 splits exactly two ways. Goods answering to “Composition leather with a basis of leather or leather fibre, in slabs, sheets or strip, in rolls or not; parings and other waste of leather or of composition leather, not suitable for the manufacture of leather articles; leather dust, powder and flour” classify either at 411510 or at 411520, and the wording in the table below is the whole of what separates them. The heading is number 11 of 11 in Chapter 41, Raw hides and skins (other than furskins) and leather, which runs to 37 six-digit codes in all.

Six-digit codes under heading 4115

HS CodeImport–export description
411510Leather; composition leather with a basis of leather or leather fibre, in slabs, sheets or strip, whether or not in rolls
411520Leather; parings and other waste, of leather or composition leather; not suitable for the manufacture of leather articles; leather dust, powder and flour

What HS code 4115 covers

Heading 4115 sits in Chapter 41, inside Section VIII, the leather part of the Harmonized System. It is not for raw hides or for finished leather. It is for leather that has been broken down and made into something new, and for the scraps left over.

Composition leather is made from leather or leather fibre (leather fiber in US spelling). The fibres are pressed together into slabs, sheets or strip. Traders often call it bonded leather. It can be sold in rolls or cut lengths.

The heading also takes parings and other waste of leather or of composition leather. These are offcuts that cannot be used to make leather articles. Leather dust, powder and flour belong here too.

411510 or 411520: how to pick the right code

Ask one simple question. Is the item a usable sheet, or is it waste? The answer points you to the right six-digit code.

If you are not sure, try the HS code classifier. Then check your national tariff, because each country adds its own digits after the six-digit code.

  • Rolls are fine.
  • Choose 411520 for parings and other waste of leather or composition leather that is not suitable for making leather articles.
  • Also choose 411520 for leather dust, powder and flour.
  • Do not use either code for a piece of real leather. See the next section.

How 4115 differs from other leather headings

Genuine leather is made from an animal hide or skin. It is not classified in 4115. Leather that has been further prepared after tanning or crusting goes to a different heading, based on the animal.

Heading 4107 covers this kind of leather from bovine (including buffalo) or equine animals. Heading 4112 covers it from sheep or lamb. Heading 4113 covers it from other animals. Heading 4114 covers chamois, patent and metallised leather.

Hides and skins that are tanned or crusted but not further prepared sit earlier in the chapter. A sheet of bonded leather and a sheet of real leather may look alike, but the customs code is not the same.

Who imports and exports composition leather?

Sellers of composition leather sheets are often different from sellers of waste, dust and powder. The same is true for buyers. For clean results, look up each six-digit code on its own.
