What HS code 4106 covers
Tanning turns raw skin into a stable material that will not rot. Heading 4106 is for skins that have been tanned or crusted but have not been worked any further. They may be whole or split into layers.
The Harmonized System is the product naming list kept by the WCO. It puts this heading in Section VIII, which covers leather and furskins. Inside Chapter 41, raw hides and skins and leather, it is the place for tanned skins of animals that have no heading of their own. Cattle, buffalo, horses and sheep are handled elsewhere.
The words "not further prepared" matter. They mean the skin has not been dyed, finished or coated as a final leather. Once it goes past that point, it moves to another heading.
HS 4106 six-digit codes by animal and state
The six-digit codes split the heading in two ways. First, by the animal the skin came from. Second, by the state of the skin: wet or dry. This is a quick guide to the codes.
- Goat and kid skins: 410621 for the wet state, 410622 for the dry state.
Wet-blue vs crust: picking the right 4106 subheading
Wet-blue is a skin that has been tanned and is still wet. The wet state codes say "including wet-blue" for this reason. Use 410621 for goat, 410631 for swine and 410691 for other animals.
Crust is a skin that has been tanned and then dried. It is stiff and not yet finished. The dry state codes name it directly. Use 410622 for goat, 410632 for swine and 410692 for other animals.
Check the animal first, then the state. Reptile skins are the exception, because 410640 covers them in either state. If you are unsure, the HS code classifier can help you narrow it down.
4106 vs 4104, 4105 and 4113
The tanned skin headings are split by animal. Heading 4106 takes the rest, such as goats, swine and reptiles.
Processing stage is the other dividing line. Once a skin is further prepared after tanning or crusting, it leaves the 4106 group. Bovine and equine leather goes to heading 4107. Sheep and lamb leather goes to heading 4112. Leather of other animals, without wool or hair on, goes to heading 4113.
Raw skins that have not been tanned sit in the earlier headings. Heading 4103 covers raw hides and skins not named in 4101 and 4102.
