3 six-digit codes · Heading 2 of 11 in Chapter 41 · World Customs Organization Harmonized System

This page explains the three subheadings and how to pick the right one for your goods.

“Raw skins of sheep or lambs (fresh, salted, dried, limed, pickled or otherwise preserved, but not further prepared), whether or not with wool on or split” divides three ways under heading 4102 — 410210, 410221 and 410229. Each carries its own customs description, and the exact wording below is what a classification has to match. The heading is number 2 of 11 in Chapter 41, Raw hides and skins (other than furskins) and leather, which runs to 37 six-digit codes in all.

What HS code 4102 covers

Raw means the skin has not been tanned. It may be fresh, salted, dried, limed or pickled, but it has not been worked any further. The skin can have the wool still on or off, and it can be whole or split.

Traders, brokers and customs agents may also search for it as HSN code 4102 or ITC-HS 4102. The four digits are the same.

A skin that has been tanned or made into leather no longer belongs in 4102. It moves to another heading in the chapter.

HS 4102 subheadings: 4102.10, 4102.21, 4102.29

Customs lists six-digit codes without a dot, such as 410210. Many guides put a dot after the fourth digit, such as 4102.10. Both forms point to the same code. The full legal wording for each one is in the table above. Here is the short version:

  • 410210 (4102.10): raw sheep or lamb skins with wool on.
  • 410229 (4102.29): other raw hides and skins that fit the 410229 wording, whether or not dehaired or split.

How to choose the right 4102 subheading

Start with the wool. If the wool is on the skin, check 410210. This is the code to look at for sheepskin with wool on.

If there is no wool and the skin is pickled, check 410221. Anyone asking for the HS code for pickled sheep skins should start here.

If the skin has no wool and is not pickled, but is fresh, salted, dried or limed, read the 410229 wording and compare it with your goods.

Always match your goods to the official wording, not to a short trade name. If you are still unsure, the HS code classifier can help you narrow it down.

4102 vs 4105 and other Chapter 41 headings

The key test is tanning. Heading 4102 is raw. So a tanned sheep skin without wool goes to 4105, not 4102.

Heading 4112 comes later in the process. It covers sheep or lamb leather that was further prepared after tanning or crusting. You can think of 4102 as the raw start and 4112 as the finished leather.

Heading 4101 covers bovine (including buffalo) and equine hides and skins. Heading 4103 covers other raw hides and skins that are not named in 4101 or 4102.
