Chapter 06 Trees and other plants, live; bulbs, roots and the like; cut flowers and ornamental foliage

4 headings · 16 six-digit codes · World Customs Organization Harmonized System

HS code 06 is where the Harmonized System places live plants, bulbs, cut flowers and decorative foliage. Use this page to see how the headings differ and which one fits your product.

7 of Chapter 06’s 16 six-digit codes sit under a single heading, 0603 (Flowers; cut flowers and flower buds of a kind suitable for bouquets or for ornamental…). The other 9 are spread across the remaining 3 headings, running from 0601 to 0604. The chapter sits in Section II, Vegetable Products, alongside 8 other chapters.

Chapter 06 headings: 0601 to 0604

These goods are grown or cut for planting and decoration, not for eating. Think of nursery stock in a pot, a bulb in a sack or a bunch of roses in a box. You may also see this searched as HSN code 06, and the digits are the same.

Each heading has its own page with the full list of six-digit codes. Open the one that matches your goods.

  • 0601: bulbs, tubers, corms and rhizomes, dormant or growing
  • 0602: other live plants, cuttings and slips, fruit trees, roses and mushroom spawn
  • 0603: cut flowers and flower buds, fresh or prepared
  • 0604: foliage, branches, grasses, mosses and lichens used for decoration

Trees and plants tariff classification: how to choose the code

Start with one question. Is the item a whole living plant, or a part that was cut off? Whole living plants and their roots sit in 0601 or 0602. Cut flowers sit in 0603. Cut leaves and branches with no flowers sit in 0604.

Heading 0601 splits by growth stage, so check whether the bulbs are asleep or already growing. Heading 0602 is the catch-all for other live plants. Unrooted cuttings and slips are 060210. Edible fruit or nut trees, shrubs and bushes are 060220.

For 0603 and 0604, the next split is fresh versus prepared. Fresh goods get their own codes. Dried, dyed, bleached or impregnated goods are grouped together. Fresh foliage, for example, is 060420.

If you are still unsure, try the HS code classifier. You describe the product in plain words and it helps you pick a code.

Cut flower HS codes: roses, carnations, orchids, chrysanthemums, lilies

Fresh cut flowers have a code for each common type. Carnations are 060312 and orchids are 060313. Roses, chrysanthemums and lilies also have their own codes, listed on the 0603 page. Any other fresh cut flower or bud goes to 060319.

Prepared flowers do not follow this list. Whatever the flower is, it moves into one shared code once it is dried, dyed or bleached.

Live plant vs cut flower: 0602 or 0603

People often mix up a rose plant with a cut rose. A rose bush that is alive and meant for planting is a live plant. It goes under 0602, in the code 060240. A cut rose sold for a vase goes under 0603.

The same rule works for other plants. A live fruit tree is a live plant, while fruit picked from it belongs to a different chapter.

So the test is simple. If it can still grow in soil, look at 0601 or 0602. If it was cut for display, look at 0603 or 0604.

HS Chapter 06: common questions

What does HS code 06 cover?

It covers goods grown or cut for planting and decoration, not food. That means nursery stock, bulbs, cuttings, cut flowers and cut greenery.

What is the HS code for fresh cut roses?

Use 060311, the first code under heading 0603.

Are rose plants and cut roses in the same HS code?

No. They sit in different headings, so they never share one code. The live plant is under 0602 and the cut flower is under 0603.

What is the HS code for flower bulbs?

Use 060110 when the bulbs are dormant. Use 060120 when they are in growth or in flower.

Flowers that have been dried, dyed, bleached or impregnated share 060390. Prepared foliage and branches have their own code, 060490.

How do I find importers and exporters for these goods?
