HS Code 4810Paper and paperboard, coated one or both sides with kaolin (china clay) or inorganic substances, with binder or not, no other coating, surface coloured or not, surface decorated or printed, in rolls or rectangular (including square) sheets, of any size

10 six-digit codes · Heading 10 of 22 in Chapter 48 · World Customs Organization Harmonized System

HS code 4810, also called HSN code 4810, covers coated paper and paperboard in rolls or flat sheets. The coat is kaolin (china clay) or another inorganic substance, and nothing else.

Heading 4810 is finely cut: 10 six-digit codes, 481013 to 481099, all of them under “Paper and paperboard, coated one or both sides with kaolin (china clay) or inorganic substances, with binder or not, no other coating, surface coloured or not, surface decorated or printed, in rolls or rectangular (including square) sheets, of any size”. At that depth it is the exact wording of the code, not of the heading, that settles a classification. The heading is number 10 of 22 in Chapter 48, Paper and paperboard; articles of paper pulp, of paper or paperboard, which runs to 101 six-digit codes in all.

What HS code 4810 covers

Think of glossy magazine paper, art paper and coated board. Heading 4810 is where they go when the coat is made of kaolin or a similar mineral. A binder may hold the coat in place. No other kind of coat is allowed.

It must arrive in rolls or in flat sheets, and the size does not matter.

The six-digit codes fall into four groups. Each group has its own plain-language name below.

  • Coated printing and writing paper with little mechanical fibre: 481013 (rolls), 481014 (small sheets, sides 435mm or less by 297mm or less) and 481019 (larger sheets).
  • Everything else: 481092 for multi-ply coated paperboard and 481099 for other inorganic-coated paper.

How to pick the right 4810 code

Work through these steps in order. The exact wording of each code decides the answer.

Step one: ask what the paper is for. If it is for printing, writing or other graphic use, look at 481013 to 481029. If it is not for graphic use, look at 481031 to 481099.

Step two, for graphic paper: check the share of mechanical or chemi-mechanical fibre. Heavier grades go to 481029.

Step three, for the low-fibre group: check the form. Rolls go to 481013. Sheets go to 481014 or 481019, depending on whether the sides are within 435mm by 297mm. The sheets must be unfolded.

Then weight splits the codes. Above that is 481032. Kraft that does not fit those two goes to 481039.

4810 vs nearby headings 4802, 4804, 4805 and 4811

The first question is the coat. Uncoated paper does not belong in 4810. Printing and writing paper with no coat sits in heading 4802. Uncoated kraft sits in heading 4804. Other uncoated paper sits in heading 4805.

The second question is the type of coat. Heading 4810 allows kaolin or other inorganic coats only. Paper with any other coat, an impregnation, or a mix of treatments goes to heading 4811. That heading says it takes goods other than those of 4803, 4809 or 4810, so 4810 wins whenever its wording fits.

Carbon paper, self-copy paper and other transfer papers have their own place in heading 4809. Do not file them under 4810, even if they carry a coat.

Check the form too. Cut shapes and finished articles are handled elsewhere in Chapter 48.
