What HS code 4802 covers

Think of this heading as the home of plain paper with no coating. It is the paper in a printer tray, a notebook or a letterhead. Graphic paper, paper in rolls and paper in cut sheets all fit here, as long as the surface is uncoated.

The heading also holds a few special goods. These are hand-made paper and paperboard, base paper for photo-sensitive or heat-sensitive paper, wallpaper base, and paper for punch-cards and punch tape that is not perforated. Some buyers search for it as HSN code 4802. The number is the same.

Two kinds of uncoated paper are kept out. Newsprint goes to heading 4801. Tissue, towel and napkin stock goes to heading 4803. The wider family of paper headings is on the Chapter 48 page.

Subheadings under HS heading 4802: what sets each apart

The six-digit subheadings split the heading by use, fibre, weight and format. Three of them are defined by what the paper is for or how it is made. The rest are defined by measurements.

  • 480240: wallpaper base.
  • These are split by weight and format.
  • These are split by format only.

How to choose the right 4802 subheading

Work through four questions in order. If so, use 480210, 480220 or 480240. If not, it is printing, writing or graphic paper, so go on.

Second, check the fibre. Mechanical and chemi-mechanical fibre is wood fibre pulped with less chemical treatment.

Third, check the weight in g/m2. This only matters in the low-fibre group. Fourth, check the format: rolls, small sheets, or something else.

  • 40 to 150 g/m2, in rolls: 480255.
  • 40 to 150 g/m2, in other forms: 480257.
  • More than 150 g/m2: 480258.
  • In small sheets of that size: 480262. In any other form: 480269.

4802 vs nearby paper headings

Most misclassification happens at the edges of the heading. These short rules help. If you are unsure, try the HS code classifier.

  • 4805 holds other uncoated paper not named elsewhere.
