What HS code 4804 covers

The goods come as rolls or flat sheets. Anything that fits heading 4802 or 4803 is classified there instead, so check those two first.

The word kraft names the type of paper. The code then tells you the grade, the weight and whether the paper is bleached. Unbleached paper keeps its natural colour. Bleached paper has been whitened.

Kraftliner is the first grade. Use 480411 for the unbleached type and 480419 for the bleached type.

Sack kraft is the second grade. It is the strong paper used for bags. Use 480421 for the unbleached type and 480429 for the bleached type.

Kraft paper by weight: 150 g/m2 or less, 150 to 225, 225 or more

Kraft that is neither kraftliner nor sack kraft is sorted by weight. Weight is counted in grams per square metre, written g/m2. Heavier sheets are usually called kraft paperboard. Inside each weight band, the next test is bleached or unbleached.

Two codes add a fibre test. Its fibre must also be mostly chemically processed wood fibres, at the level set in the code text. Paper that fails the test goes to the catch-all code for its band. means not elsewhere classified.

  • 150 g/m2 or less: 480431 is unbleached and 480439 is bleached.
  • More than 150 but less than 225 g/m2: 480441 is unbleached. 480442 is bleached and passes the fibre test. 480449 takes the rest.
  • 480459 takes the rest.

  • Is the paper coated? Then it is not 4804. Look at 4810 for kaolin-coated paper or 4811 for coated or impregnated paper.
  • Is it writing or printing paper? Check 4802.
  • Is it tissue, towel or napkin stock? Check 4803.
  • Is it corrugated, creped, crinkled or embossed? Check 4808.
  • Is it already made into cartons, boxes or bags? Check 4819.
  • Is it plain uncoated kraft? Stay in 4804. Pick kraftliner or sack kraft if it matches. Otherwise choose the weight band, then bleached or unbleached.

HS 4804 vs 4805

Heading 4805 is the neighbour that causes the most doubt. Heading 4804 is the kraft-specific one. If your product is uncoated kraft in rolls or sheets, start with 4804.
