What HS code 4811 covers

Heading 4811 holds paper and paperboard that has had something added to it. The extra layer may be a coating, an impregnation, a cover, a colour, a decoration or a print. Cellulose wadding and webs of cellulose fibres are included when they are treated in the same way.

The goods must be in rolls or sheets. Paper that fits heading 4803, 4809 or 4810 does not belong here and goes to that heading instead. Some traders search for this as the hsn code 4811. The number is the same.

The heading is part of Chapter 48 paper and paperboard, which holds many related paper headings.

HS 4811 subheadings: 481110 to 481190

The subheadings split the heading by the type of layer on the paper. Here is a plain name for each one. The official wording is in the table above.

In this heading, "plastics" does not include adhesives. Adhesive paper has its own two codes.

  • 481110: tarred or bituminised paper (also called asphalted paper).
  • 481151: plastic-coated paperboard that is bleached and weighs more than 150g/m2.
  • 481159: other plastic-coated, impregnated or covered paper, including lighter or unbleached grades.

How to choose the right 4811 subheading

Start with the layer on the paper. Ask what it is made of, then work down the list.

Is the layer sticky? A paper with its own adhesive backing goes to 481141. Gummed paper that you wet or heat to stick goes to 481149. Is the layer tar or bitumen? Use 481110. Use 481160.

Is the layer plastic? Check two things: is the paper bleached, and does it weigh more than 150g/m2? If both are true, use 481151. If not, use 481159.

Use 481190 last. It is for goods that fit the heading but match none of the named layers above. A surface-coloured or printed paper often ends up here.

HS 4811 vs nearby headings 4803, 4809, 4810 and 4823
