What HS code 4805 covers

Think of heading 4805 as a shelf for plain paper with no coating. The goods must be uncoated and come in rolls or sheets. If another heading in Chapter 48 already names the paper, that heading wins. If not, the paper can land here.

Many goods here still have a clear name. Fluting paper, testliner, sulphite wrapping paper, filter paper and felt paper each have their own code. Everything else is sorted by weight. Chapter 48 sits in Section X, the part of the tariff for pulp of wood, paper and paperboard.

Customs tariff classification works from the six-digit code up. Pick the product type first. Then check the weight if the paper has no special name.

HS 4805 six-digit codes by product type

The codes fall into a few simple groups. Fluting paper is the wavy middle layer of corrugated board. Testliner is recycled linerboard, used for the flat outer layers. Both are made for packaging.

  • Sulphite wrapping paper: 480530.
  • Filter paper and paperboard: 480540.
  • Felt paper and paperboard: 480550.
  • Other uncoated paper, split by weight: 480591, 480592 and 480593.

Other uncoated paper by weight: 4805.91, 4805.92, 4805.93

The last three codes catch uncoated paper that has no special name in the groups above. Only the weight decides the code. Weight is called grammage and is measured in grams per square metre (g/m2).

HS 4805.91 (480591) is for paper of 150 g/m2 or less. This is the lightest band. HS 4805.92 (480592) is for paper of more than 150 g/m2 but less than 225 g/m2. HS 4805.93 (480593) is for paper of 225 g/m2 or more, which is the heaviest band.

Check the grammage on the mill certificate or the product sheet before you pick a code. A paper at exactly 150 g/m2 goes to 480591. A paper at exactly 225 g/m2 goes to 480593.

4805 vs nearby Chapter 48 headings

Mixing up headings is a common mistake. These quick checks help you choose.

Uncoated kraft paper and paperboard belong in 4804, so the difference between HS 4804 kraft paper and 4805 comes down to the type of paper. If the paper is kraft, look at 4804 first. Composite paper made by gluing layers together goes to 4807. Corrugated, creped, crinkled, embossed or perforated paper goes to 4808.

Coated paper is never 4805. Paper coated with kaolin or other inorganic substances goes to 4810. Other coated, impregnated or printed paper goes to 4811. Finished cartons and boxes are articles, not rolls or sheets, so look at 4819.
