HS Code 8463Machine-tools; n.e.c. for working metal, sintered metal carbides or cermets without removing material
4 six-digit codes · Heading 63 of 86 in Chapter 84 · World Customs Organization Harmonized System
HS code 8463 (also written HSN code 8463 or HTS 8463) is for metalworking machines that shape metal by pressing, pulling or rolling it. They do not cut anything away. This page explains each subcode and how to tell 8463 from the headings next to it.
The WCO writes heading 8463 as a residual bucket: goods of Chapter 84that answer to “Machine-tools; n.e.c. for working metal, sintered metal carbides or cermets without removing material” and that no more specific heading in the chapter already claims. It still carries 4 six-digit codes, 846310 through 846390, so “other” is not the end of the classification here. The heading is number 63 of 86 in Chapter 84, Machinery and mechanical appliances, boilers, nuclear reactors; parts thereof, which runs to 538 six-digit codes in all.

What HS code 8463 covers
Most machine-tools make a part by cutting metal away. Think of a lathe or a drill. Heading 8463 is for the other kind. These machines change the shape of the metal, or pull it into a new form, and nothing is lost as chips or dust.
The customs description also names sintered metal carbides and cermets. Sintered carbides are very hard materials made by pressing metal powder and heating it. Cermets are blends of ceramic and metal. A machine that works these materials without removing any of it can also fall here.
The heading sits in Chapter 84. The text is a catch-all for non-cutting metalworking machines that no other heading names. If a machine is described better elsewhere, it goes there instead.
Machine-tools HS code 8463: what each subcode means
Heading 8463 splits into four six-digit codes. Here is each one in plain words.
- 846310: draw-benches. These pull bars, tubes, profiles or wire through a die to make them thinner or give them a new shape.
- 846320: thread rolling machines. These press a thread into a metal part, such as a bolt or screw, instead of cutting it.
- 846330: machines for working wire. The wire is formed or bent without removing material.
- 846390: other machines in this heading. Use it only when a machine fits the heading but not the three codes above.
How to pick the right code: 8463 vs nearby headings
The first question is whether the machine takes material away. If it does, look at the cutting headings. 8458 covers lathes. 8459 covers drilling, boring and milling. 8460 covers grinding and polishing. 8461 covers planing, broaching, gear cutting and sawing. Lasers, plasma and water-jet cutters sit in 8456.
The next question is whether the machine forges, hammers, bends, folds or straightens metal. If so, it belongs in 8462, which covers presses, forging hammers, slitting lines and cut-to-length lines. This is the most common mix-up with 8463. In short, 8462 is for forging and bending. 8463 is for the remaining machines that shape metal without cutting.
Check the material too. Machines for stone, ceramics, concrete or cold glass go in 8464. Machines for wood, cork, bone or hard plastics go in 8465. Parts and tool holders made for these machines go in 8466. When you are unsure, the HS code classifier can help you narrow it down.

HS Code 8463: common questions
Under which chapter does HSN code 8463 fall?
It falls under Chapter 84, which covers machinery and mechanical appliances. The Indian HSN system uses the same first six digits as the HS.
What is the HS code for thread rolling machines?
They press the thread into the metal rather than cutting it.
What is the HS code for machines for working wire?
Use 846330 for machines that work wire without removing material. If the machine is a draw-bench for bars, tubes, profiles or wire, check 846310 first.
Which code covers a draw bench for tubes and wire?
The machine pulls the metal through a die.
What is the difference between HS 8462 and 8463?
Heading 8462 covers machines that forge, hammer, bend, fold or straighten metal. Heading 8463 covers other metalworking machines that also remove no material, such as draw-benches and thread rolling machines.
How can I find importers and suppliers of HS 8463 machines?
