HS Code 8460Machine-tools; for deburring, sharpening, grinding, honing, lapping, polishing or otherwise finishing metal, sintered metal carbides or cermets by means of grinding stones, abrasives or polishing products

10 six-digit codes · Heading 60 of 86 in Chapter 84 · World Customs Organization Harmonized System

That includes grinders, tool sharpeners, and honing and lapping machines.

Heading 8460 is finely cut: 10 six-digit codes, 846012 to 846090, all of them under “Machine-tools; for deburring, sharpening, grinding, honing, lapping, polishing or otherwise finishing metal, sintered metal carbides or cermets by means of grinding stones, abrasives or polishing products”. At that depth it is the exact wording of the code, not of the heading, that settles a classification. The heading is number 60 of 86 in Chapter 84, Machinery and mechanical appliances, boilers, nuclear reactors; parts thereof, which runs to 538 six-digit codes in all.

What HS code 8460 covers

Heading 8460 is for machines that finish metal by rubbing it with an abrasive.

The heading sits in Section XVI, which groups machinery and electrical equipment. Inside Chapter 84, it belongs to the machine-tool family. The test is simple: if the machine removes or smooths material using grinding stones, abrasives or polishing products, look here first.

Two ideas matter most when you pick a code. The first is the type of machine. The second is whether it is numerically controlled, which means a computer runs the movements. Most of the six-digit codes split on those two points.

HS 8460 subheadings: grinding, sharpening, honing and lapping machines

The codes are easier to use when you group them by machine type. Here is a plain-language guide.

  • 846019 is the other kind.
  • 846023 is cylindrical and numerically controlled. 846024 is any other grinder of this type that is numerically controlled. 846029 is the non-numerically controlled group.
  • 846039 is the other kind.
  • Honing or lapping machines: 846040 covers both, with no split for numerical control.
  • Everything else in the heading: 846090 is for deburring, grinding, polishing or finishing machines not named elsewhere in 8460.

How to choose the right 8460 code

Work through three steps. Start with the machine type. Is it a flat-surface grinder, another grinder, a tool sharpener, or a honing or lapping machine? That gives you the pair or group of codes.

Next, check numerical control. A CNC surface grinder goes under 846012, while a surface grinder without numerical control goes under 846019. For tool and cutter grinders, the same test separates 846031 from 846039.

Grinders that are not flat-surface need one more look. A centreless machine with numerical control is 846022. A cylindrical one is 846023. A numerically controlled grinder that is neither flat-surface, cylindrical nor centreless is 846024. If the grinder has no numerical control, 846029 applies.

Use 846090 last. It is the leftover code for finishing machines that the other lines do not name. If you are unsure, the HS code classifier can help you test a product description.

Headings often confused with 8460

Several nearby headings also cover machine-tools. Their wording tells them apart from 8460.

Its wording also mentions gear grinding and finishing, so read both headings before you decide. Heading 8456 covers machines that work material by laser, ultrasonic, electro-discharge, plasma arc or water-jet methods. These machines do not use grinding stones or abrasives.

Heading 8464 is for machines that work stone, ceramics, concrete or cold glass. Heading 8465 is for machines that work wood, cork, bone, hard plastics or rubber. Lathes sit in 8458, and drilling, boring and milling machines sit in 8459.

Parts and accessories are not in 8460. Heading 8466 covers parts and accessories made for use only or mainly with the machines of headings 8456 to 8465. That includes work holders and tool holders.
