HS Code 4014Hygienic or pharmaceutical articles (including teats), of vulcanised rubber other than hard rubber, with or without fittings of hard rubber

2 six-digit codes · Heading 14 of 17 in Chapter 40 · World Customs Organization Harmonized System

HS code 4014 is the customs heading for soft rubber goods made for hygiene or medicine, such as teats and rubber condoms. Read on to see what fits, how to choose the right sub-code and what to check before you file.

Heading 4014 splits exactly two ways. Goods answering to “Hygienic or pharmaceutical articles (including teats), of vulcanised rubber other than hard rubber, with or without fittings of hard rubber” classify either at 401410 or at 401490, and the wording in the table below is the whole of what separates them. The heading is number 14 of 17 in Chapter 40, Rubber and articles thereof, which runs to 80 six-digit codes in all.

401490Rubber; vulcanised (other than hard rubber), hygienic or pharmaceutical articles (excluding sheath contraceptives), with or without fittings of hard rubber

What HS code 4014 covers

Think of this heading as the home for soft rubber goods that keep people clean or help with health care. The rubber must be vulcanised. That means it was treated with heat and chemicals so it stays strong and springy instead of going sticky.

Hard rubber is not the main material here. It may only appear as a small fitting, such as a hard ring on a baby bottle. A rubber teat on that bottle still counts as a heading 4014 product.

Two products are named outright: teats and sheath contraceptives. Sheath contraceptives are what most people call condoms. Other soft rubber items made for hygienic or medical use can also fit.

Some buyers search for the HSN code 4014 or the HTS code 4014. These are the same four digits. The first six digits of a customs code are shared across countries, and each country may add its own digits after that. Customs classification at the border always depends on what the product is and what it is used for.

401410 vs 401490: choosing the right code

Picking a sub-code is quick. Ask whether the product is a sheath contraceptive. Rubber condoms go to 401410. Everything else that fits the heading goes to 401490, because that code states in its wording that sheath contraceptives are left out. The two codes never overlap.

Look at the finished product, not the raw rubber. A baby bottle teat is a good test case. It is not a sheath contraceptive, so it belongs under 401490. If you want a second opinion on a tricky item, use the HS code classifier to compare the options.

Difference between HS code 4014 and nearby rubber headings

Many rubber goods look alike, so it is easy to pick the wrong heading. These are the neighbours to check.

Heading 4015 is for clothing and accessories made of vulcanised rubber, including gloves, mittens and mitts. Rubber gloves go there, not here. A simple rule helps. Heading 4014 is about what the item is for, which is hygiene or medicine. Heading 4015 is about items that people wear.

Heading 4016 is a catch-all for vulcanised rubber articles that no other heading in the chapter names. Test your product against the specific headings first. Fall back to 4016 only if nothing else fits.

Heading 4017 is for hard rubber such as ebonite, and for articles made from it. Tubes, pipes and hoses of vulcanised rubber belong to heading 4009, even if they are used in a medical setting.
