What HS code 4012 covers

Heading 4012 is the home for rubber tyre goods that are not new. Some countries call it HSN code 4012.

Three kinds of goods share it. The first is retreaded tyres, which are old tyres given a new layer of rubber on the outside. The second is used pneumatic tyres, which are air-filled tyres that were already fitted and driven. The third is a small group of solid or cushion tyres and the rubber strips and sleeves that go with tyres.

A pneumatic tyre holds air. A solid or cushion tyre does not. It is made of solid rubber and is common on small carts and some factory vehicles.

HS 4012 subheadings: retreaded, used and other tyres

The heading splits by condition first and by vehicle second. Here is each subheading in plain words.

  • 401211: rebuilt tyres for ordinary cars, station wagons and racing cars.
  • 401213: rebuilt tyres for aircraft.
  • 401219: rebuilt tyres for any vehicle the first three do not name.
  • 401220: air-filled tyres that are used but not rebuilt, from any vehicle.
  • 401290: a catch-all code for other goods in the heading, such as solid tyres, treads and flaps.

How to choose the right 4012 code

Start with the state of the tyre. If it was rebuilt, look at 401211 to 401219. If it was only driven and then sold, use 401220.

Then look at the vehicle. A rebuilt tyre for a car, a bus, a lorry or an aircraft has its own code. If it fits none of those, 401219 is the fallback. Used tyres under 401220 do not need a vehicle type.

Solid tyres, cushion tyres, treads and flaps are not rebuilt or used air-filled tyres. They usually belong in 401290. Always compare your goods with the exact customs wording before you file.

HS 4012 vs 4011, 4013 and 4004

The main split is new versus not new. New pneumatic tyres go to heading 4011. Rebuilt or used ones go to heading 4012.

Two nearby headings are easy to mix up. Inner tubes, the rubber tubes that sit inside some tyres, are in heading 4013. Rubber waste, parings and scrap are in heading 4004, and reclaimed rubber is in heading 4003.

A worn tyre sold as a tyre is a used tyre. A tyre that is cut up or ground down is scrap. How the goods are traded decides which heading applies.
