HS Code 4009Tubes, pipes and hoses, of vulcanised rubber (other than hard rubber), with or without their fittings (e.g. joints, elbows, flanges)

8 six-digit codes · Heading 9 of 17 in Chapter 40 · World Customs Organization Harmonized System

HS code 4009 is the customs heading for rubber hoses, tubes and pipes made of vulcanised rubber, sold on their own or with fittings. This page explains what fits here, how to choose between the subheadings and which nearby headings to check first.

Heading 4009 is finely cut: 8 six-digit codes, 400911 to 400942, all of them under “Tubes, pipes and hoses, of vulcanised rubber (other than hard rubber), with or without their fittings (e.g. joints, elbows, flanges)”. At that depth it is the exact wording of the code, not of the heading, that settles a classification. The heading is number 9 of 17 in Chapter 40, Rubber and articles thereof, which runs to 80 six-digit codes in all.

What HS code 4009 covers

Heading 4009 is for flexible tubes, pipes and hoses that carry liquids, gases or air. They must be made of vulcanised rubber. Vulcanised (or vulcanized) rubber has been cured so it stays strong and springy. Fittings such as joints, elbows and flanges can come with the hose and still belong here.

Hard rubber is left out. Hard rubber, such as ebonite, has its own heading, 4017. A rubber hose that is merely stiff is not hard rubber, so read the product description with care.

The number itself is easy to read. The first two digits, 40, name the chapter. The first four digits, 4009, name the heading. Six digits, such as 4009xx, name the subheading. Many countries add more digits after the sixth for their own national tariff, so a local code can be longer than the codes shown here. People in some countries call this the HSN code 4009. The heading number is the same.

How to choose the right 4009 code

Classifying a rubber hose takes two steps. First, look at what the hose is reinforced with. Second, check whether it comes with fittings. The result is one of the eight subheadings in the table above.

Use the list below to match your product. In every pair, the first code is for a hose without fittings and the second is for a hose with fittings.

  • No reinforcement: 400911 (without fittings) or 400912 (with fittings).

Hose with fittings, textile or metal: which code applies?

For a rubber hose with fittings, pick the second code of the pair that matches the reinforcement. For a textile reinforced rubber hose, the choice is 400931 or 400932.

The words "only" and "other than" matter. A hose that mixes several materials may not match the metal-only or textile-only codes. Read the full wording of each code before you decide. If you are unsure, the HS code classifier can help you narrow the choice. Your customs broker or tariff authority has the final say on classification.

Headings often confused with 4009

Several rubber headings sit close to 4009. Check these if your product does not quite fit.

  • 4006: unvulcanised rubber in other forms, including tubes and profile shapes. If the rubber is not vulcanised, look here.
  • These are solid shapes, not hoses.
  • 4013: inner tubes of rubber. An inner tube is made for a tyre. A hose carries fluid or air along a line.
  • 4016: other articles of vulcanised rubber not named elsewhere in Chapter 40.
  • 4017: hard rubber in all forms, and articles of hard rubber.
