HS code 4006: unvulcanised rubber in other forms

Heading 4006 is for rubber that has not been cured. Cured rubber is called vulcanised. Curing is the heat step that makes rubber firm and hard-wearing. Goods in this heading skip that step. They are still raw and soft.

The rubber here is shaped into rods, tubes and profile shapes. A profile shape is a long piece with a set cross-section, such as a strip with a groove. The heading also takes small articles made from the same rubber, such as discs and rings.

US writers spell the word unvulcanized rubber. Some customs forms say HSN code 4006. Both point to the same heading.

The words "other forms" are important. They tell you the rubber is not in lumps, blocks, plain plates, sheets or strip. Goods in those shapes belong in neighbouring headings of Chapter 40, covered below.

HS 400610 and 400690: camel-back strips and everything else

One question splits the two subheadings. Is the item a camel-back strip? A camel-back strip is a band of raw rubber used to give a worn tyre a new tread. This work is called tyre retreading. Traders also write it as camelback strips.

Your answer decides the six-digit code:

  • 400610: yes, the item is a camel-back strip for retreading tyres.
  • 400690: no.

  • Cured rods, plates, sheets, strip and profile shapes go to 4008.
  • Cured tubes, pipes and hoses go to 4009.
  • Retreaded or used tyres and tyre treads go to 4012.
