What heading 4001 covers
It also holds a small group of tree gums with similar uses. These goods come from plants, not from oil.
The phrase "primary forms, plates, sheets or strip" tells you the stage of the goods. The material is still a raw input. Once it is made into tyres, hoses or gloves, it moves to a later heading.
Some traders write HSN code 4001. It means the same heading. A tariff classification for natural rubber starts here, inside Chapter 40.
Latex, smoked sheets, TSNR and gums: the subcodes
The heading splits by the form of the product. Here is each subcode in plain words.
- 400110: liquid natural rubber latex, with or without pre-vulcanising.
- 400121: solid natural rubber dried and smoked into sheets.
- 400122: TSNR, natural rubber sold against a technical quality standard.
- 400129: any other solid natural rubber that fits none of the three groups above.
How to choose the right 4001 subheading
Answer these questions in order.
Step one: is it a liquid? If so, you are looking at latex, and 400110 is the place to start.
Step two: is it solid natural rubber? Check the grade. Smoked sheets go to 400121. Rubber sold to a technical specification goes to 400122. Everything else that is solid goes to 400129.
Step three: is it a gum and not rubber?
If the description on your invoice is unclear, test it in the HS code classifier.
Heading 4001 vs 4002, 4003 and 4005
Heading 4002 covers synthetic rubber and factice made from oils. It also takes mixtures of 4001 and 4002 goods. Heading 4003 is reclaimed rubber. Heading 4004 is waste, parings and scrap of rubber, plus powders and granules made from them. Heading 4005 is compounded rubber that has not been vulcanised.
A simple test helps. Pure natural rubber in raw form belongs in 4001. Man-made rubber belongs in 4002. Rubber mixed with other ingredients belongs in 4005. Recycled rubber and scrap belong in 4003 or 4004.
