What HS code 30 pharmaceutical products cover
Chapter 30 of the Harmonized System groups goods made for medical use. Every code in it starts with 30. Some people search for the same chapter as HSN code 30. Customs offices use these codes for tariff classification, so the right code matters on every invoice.
Each heading covers a different kind of product:
- 3001: glands, organs and their extracts, plus heparin and its salts
- 3002: blood, antisera, immunological products, vaccines, toxins and cultures
- 3003: mixed medicaments sold in bulk
- 3004: medicaments that are dosed or sold in retail packs
- 3005: wadding, gauze and bandages for medical, surgical or veterinary use
- 3006: other pharmaceutical goods, from sutures to first aid kits
HS 3003 vs 3004: bulk or retail medicaments
This is the most common question in the chapter. Both headings cover medicaments for therapeutic or prophylactic use. The test is how the goods are presented, not what they treat.
Heading 3003 is for mixtures with no set dose and no shop packaging. Heading 3004 is for medicaments put up in measured doses, including transdermal systems, or packed for retail sale. A tablet strip in a pharmacy box goes to 3004. A drum of mixed product for later filling goes to 3003.
The two headings mirror each other. After you pick the heading, the active ingredient decides the subheading. Penicillins and streptomycins sit in 300310 for bulk and 300410 for retail.
Other ingredient groups follow the same pattern: other antibiotics, hormones, alkaloids such as ephedrine, and antimalarials. Vitamins have their own subheading only on the retail side. Open the pages for heading 3003 and heading 3004 to see every code.
Vaccines, blood and cell therapy under 3002
Searches for a vaccines HS code usually end in heading 3002. Subheading 300241 covers vaccines, toxins and cultures of micro-organisms for human medicine. Subheading 300242 covers the same kind of goods for veterinary medicine. Yeasts are excluded.
Blood and immunological products are also here. Subheading 300212 covers antisera and other blood fractions. Immunological products are split by presentation, much like 3003 and 3004. Plain bulk goods sit apart from mixed goods that are dosed or sold in retail packs.
Newer biological goods have their own place. Subheading 300251 covers cell therapy products. Subheading 300259 covers other cell cultures. The heading 3002 page lists the rest.
Dressings, first aid kits and other pharmaceutical goods
Heading 3005 is for dressings and similar articles. Subheading 300510 covers adhesive dressings and other articles with an adhesive layer. Subheading 300590 covers other wadding, gauze and bandages that carry a pharmaceutical coating.
Heading 3006 holds goods that fit nowhere else. It also covers sterile surgical sutures, x-ray contrast preparations, diagnostic reagents given to the patient, dental cements, hormonal contraceptives, ostomy appliances, waste pharmaceuticals and clinical trial kits.
If a product is not clearly a medicine, look at the neighbouring chapters. Pure chemical compounds may belong in Chapter 29. Cosmetic and toilet preparations sit in Chapter 33. Dental waxes and plaster-based dental preparations sit in Chapter 34. Chemical products not named elsewhere can fall in Chapter 38. When you are unsure, try the HS code classifier.
