HS code 3004 is for finished medicines that are put up in measured doses or packed for retail sale. This page explains the scope, how it differs from nearby headings and how to pick a subheading.

No heading in Chapter 30 is cut finer than 3004. Its 12 six-digit codes, 300410 to 300490, are the most any single heading in the chapter carries — “Medicaments; (not goods of heading no. 3002, 3005 or 3006) consisting of mixed or unmixed products for therapeutic or prophylactic use, put up in measured doses (incl. those in the form of transdermal admin. systems) or packed for retail sale” is where this chapter gets specific. What HS code 3004 covers

Think of a boxed tablet pack on a pharmacy shelf, a ready dose, or a skin patch. Goods like these belong in this heading. The goods can be a single product or a mix of products. What matters is that they are used to treat or prevent illness and are sold in a dosed or retail form.

The legal text says medicaments. In plain English, that means medicines. The phrase therapeutic or prophylactic use means the product treats a condition or helps stop one.

Transdermal systems are named in the heading. These are patches that pass a drug through the skin. They count as measured doses.

Some traders search for HSN code 3004. It is the same heading number. Countries that use the HSN label add their own extra digits after the first six.

HS 3004 vs 3003, 3002, 3005 and 3006

The most common mix-up is 3004 against 3003. Both cover medicaments made of two or more parts. Heading 3003 is for goods that are not in measured doses and not in retail packs. Heading 3004 takes over once the same kind of goods are dosed or packed for sale to the public.

The text of 3004 also rules out three other headings. If your product fits one of them, it does not belong here.

Blood, antisera, vaccines, toxins and cultures of micro-organisms go to 3002. Gauze, wadding and bandages coated with medicine, or packed for retail sale, go to 3005. Heading 3006 is the home for pharmaceutical goods that are not placed elsewhere. Glands, organ extracts and heparin sit in 3001.

A quick test helps. First ask what the product is. Then ask how it is packed. A medicine in a dosed or retail form points to 3004. A bulk mixture points to 3003.

Six-digit subheadings of 3004, grouped by active ingredient

Every subheading here ends with the same idea: the goods are packaged for retail sale. What changes is the main ingredient. Here is the list in short, plain words.

  • 300420 takes every other antibiotic.
  • Hormones: 300431 is for insulin. 300432 is for corticosteroid hormones that contain no antibiotics. 300439 holds other hormones, adrenal cortex hormones or antibiotics that are not placed above.
  • Alkaloids: 300441 is for ephedrine and its salts. 300442 is for pseudoephedrine. 300443 is for norephedrine. 300449 takes all other alkaloids and their derivatives.
  • Antimalarials: 300460 is for the active principles listed in Subheading Note 2 to the chapter.
  • Everything else: 300490 is the catch-all for products not named in any other 3004 subheading.

How to choose the right 3004 subheading

Start with the active ingredient on the label. Match it to a group in the list above, then read the full description of the code you pick.

Look for limits in the wording. For example, the corticosteroid code excludes products that contain antibiotics. A mixed product can therefore land in a different code from the one you expect.

Use the catch-all code last. Rule out every named group first, and only then settle on 300490.

Customs in each country add digits after the sixth, so the final line on a declaration can be longer. For a firm answer on your own product, try the HS code classifier and confirm the national line with your customs broker.
