HS code 3002 covers blood, vaccines and other biological products used to treat, prevent or test for disease. This page explains what falls under it and how to pick the right subheading.
Heading 3002 is finely cut: 10 six-digit codes, 300212 to 300290, all of them under “Human blood; animal blood for therapeutic, prophylactic or diagnostic uses; antisera, other blood fractions, immunological products, modified or obtained by biotechnological processes; vaccines, toxins, cultures of micro-organisms (excluding yeasts) etc”. At that depth it is the exact wording of the code, not of the heading, that settles a classification. What HS code 3002 covers
Heading 3002 groups biological goods made from blood, living cells or micro-organisms. Most of them are medical or veterinary products. Some are also made by biotechnological processes. The heading sits in Chapter 30, the pharmaceutical products chapter of the harmonized system.
In plain words, the heading includes:
- Human blood and animal blood for therapeutic, prophylactic or diagnostic uses
- Antisera and other blood fractions, which are parts separated from blood, such as plasma
- Immunological products
- Vaccines, toxins and cultures of micro-organisms (yeasts are excluded)
- Cell cultures, including cell therapy products
How to choose the right 3002 subheading
The table above lists every code. This part helps you choose between them. Read the full wording of a code, because that wording decides the classification.
For blood products, start with 300212. It is for antisera and other blood fractions. Two questions split them. Is the product mixed or unmixed? An unmixed product that is not packed that way goes to 300213. A mixed product that is packed that way goes to 300214. A product that is packed that way, with no mixing test in the wording, goes to 300215.
Vaccines are split by who they are for. People or animals decide between 300241 and 300242. Toxins and cultures of micro-organisms that fit neither code go to 300249 or to the general code 300290.
Cell cultures are split by purpose. Other cell cultures go to 300259.
If you are still unsure, run the product through the HS code classifier. Before you ship, also check the tariff rules of the destination country.
HS 3002 vs nearby headings in Chapter 30
Many buyers mix up 3002 with its neighbours. The wording of each heading shows where the line is drawn.
Heading 3001 covers glands and other organs, their extracts and secretions, and heparin and its salts. Heading 3003 covers medicaments made of two or more mixed parts and sold in bulk. Heading 3004 covers medicaments that are dosed or packed for retail. The wording of both 3003 and 3004 says that goods of heading 3002 are not included.
So a vaccine or an antiserum stays in 3002, even when it is sold in doses. A medicine that 3002 does not name goes to 3004 once it is dosed.
Heading 3005 covers wadding, gauze and bandages coated with pharmaceutical substances. Heading 3006 is the heading for other pharmaceutical goods.
