What HS chapter 31 covers

This chapter holds fertilizers and nothing else. Its headings sort them by origin and by the plant nutrient they carry. Plants need three main nutrients: nitrogen, phosphorus and potassium.

Here is the plain-language map of the headings:

• 3101: fertilizers made from animal or vegetable matter, mixed or treated.
• 3102: nitrogenous fertilizers, such as urea and ammonium nitrate.
• 3103: phosphatic fertilizers, such as superphosphates.

• Urea: 310210, in solid form or in water.
• Ammonium sulphate: 310221.
• Ammonium nitrate: 310230, in solid form or in water.
• Potassium chloride: 310420.
• Potassium sulphate: 310430.
• NPK fertilizer with all three elements: 310520.
• Diammonium phosphate (DAP): 310530.
• Monoammonium phosphate (MAP): 310540, which also takes mixes of MAP and DAP.
• Superphosphates: 310311 and 310319.

How to choose the right Chapter 31 code

Start with the nutrients. A fertilizer with only nitrogen goes to 3102. One with only phosphorus goes to 3103. One with only potash goes to 3104. If it carries 2 or 3 of the three elements, look at 3105. That is the main difference between HS 3102 and 3105.

Then check the details. Superphosphates split on strength. Code 310311 is for products with a diphosphorus pentaoxide (P2O5) content of 35 or more by weight. Code 310319 covers those with less.

Pack size matters too. Chapter 31 goods in tablets or similar forms, or in packages with a gross weight of up to 10kg, belong to 310510. Mixes of just two elements, such as nitrogen and phosphorus or phosphorus and potassium, have their own codes inside 3105.
