Chapter 36 Explosives; pyrotechnic products; matches; pyrophoric alloys; certain combustible preparations

6 headings · 13 six-digit codes · World Customs Organization Harmonized System

HS code 36 explosives and related goods cover propellent powders, fuses, detonators, fireworks, matches and lighter fuel. This page shows what sits under each heading and how to choose the right code.

6 of Chapter 36’s 13 six-digit codes sit under a single heading, 3603 (Safety fuses; detonating cords; percussion or detonating caps; igniters; electric…). The other 7 are spread across the remaining 5 headings, running from 3601 to 3606. The chapter sits in Section VI, Products of the Chemical or Allied Industries, alongside 10 other chapters.

HS code 36 explosives at a glance

This chapter groups goods made to burn, explode, ignite or give off light and sound. Some are explosives. Some are the parts that set them off.

The chapter also holds certain combustible preparations. These are items such as fuel for refilling lighters. Many of them look unrelated, but the Harmonized System puts them together because they all exist to ignite or burn.

To classify a product, find the right four-digit heading first. Then look at the six-digit codes under it. Every heading has its own page, linked below.

HS code 36 headings: explosives, fireworks and matches

Here is what each heading covers, with a few example codes.

  • Fireworks are 360410. The other articles are 360490.
  • The code is 360500.
  • 3606: ferro-cerium and other pyrophoric alloys, plus articles of combustible materials not elsewhere classified in this chapter. Examples are 360690 for the alloys and articles, and 360610 for lighter fuel.

How to pick the right code: HS 3601 vs 3602 and more

The difference between HS 3601 and 3602 is simple. Heading 3601 is for propellent powders. Ask first whether the product is a propellent powder. If it is not, and it is a prepared explosive, look at 3602.

Fireworks and other pyrotechnic goods are split inside heading 3604. Fireworks go to 360410.

Matches have their own heading, 3605. It leaves out the pyrotechnic articles of 3604, so a firework or flare is never a match for classification purposes.

Lighter refill fuel sits in 360610. The code text names liquid or liquefied-gas fuel, in containers used to fill or refill cigarette or similar lighters, with a capacity of no more than 300cm3. Check the container size against that limit.
