What HS code 3104 covers: potassic (potash) fertilizers

The Harmonized System, or HS, is a global list of product codes kept by the WCO. Customs offices use it to sort goods when they cross a border. Each product gets a numeric code, and heading 3104 is the one for mineral or chemical fertilizers that are potassic.

Potassic means the fertilizer is valued for its potassium. Farmers often call these products potash fertilizers.

A heading is only the first four digits. To file a shipment you need the six-digit subheading below it. That is why the next section looks at each one.

Heading 3104 splits into subheadings by the kind of potassium compound. Pick the one whose wording matches your product. The table above gives the exact customs text.

The answer is the first subheading below. The same goes for potassium sulphate.

• 310420 is potassium chloride. In the trade it is often sold as muriate of potash, or MOP.
• 310430 is potassium sulphate. In the trade it is often called sulphate of potash, or SOP.
• 310490 is the catch-all. It holds potassic fertilizers not elsewhere covered in heading 3104, so use it only when 310420 and 310430 do not fit.

3104 vs 3102, 3103 and 3105: picking the right fertilizer heading

Chapter 31 sorts fertilizers by what they give the soil. Check the main nutrient first, then check the packing and the mix.

Heading 3104 is for potassic products. If the fertilizer is mainly nitrogen, look at HS 3102 for nitrogenous fertilizers. If it is mainly phosphorus, look at HS 3103 for phosphatic fertilizers. Animal or vegetable fertilizers go to HS 3101.

The most common mix-up is the difference between HS 3104 and 3105. Heading 3105 covers mineral or chemical fertilizers that contain 2 or 3 of the elements nitrogen, phosphorus and potassium. It also covers other fertilizers, and Chapter 31 goods in tablets or packages with a gross weight up to 10kg. So a straight potash product in a bulk bag stays in 3104. A blend of potassium with nitrogen or phosphorus belongs in 3105.
