13 six-digit codes · Heading 43 of 86 in Chapter 84 · World Customs Organization Harmonized System

HS code 8443 covers printing presses, office printers, copiers and fax machines, plus the parts that go in them. This page explains what sits in each group and how to choose the right code.

Heading 8443 is finely cut: 13 six-digit codes, 844311 to 844399, all of them under “Printing machinery; used for printing by means of plates, cylinders and other printing components of heading 84.42; other printers, copying machines and facsimile machines, whether or not combined; parts and accessories thereof”. At that depth it is the exact wording of the code, not of the heading, that settles a classification. The heading is number 43 of 86 in Chapter 84, Machinery and mechanical appliances, boilers, nuclear reactors; parts thereof, which runs to 538 six-digit codes in all.

What HS code 8443 covers

Heading 8443 is the home of machines that put ink on paper, and of the parts for those machines. That includes large printing machinery. It also includes the office printer, the copier and the fax machine. A machine that does two or more of those jobs belongs here too.

The heading belongs to Chapter 84 machinery, inside Section XVI. The first six digits are the same in every country that uses the Harmonized System, so you may also see it written as HSN code 8443. Countries add their own extra digits after the sixth, so check your local tariff classification before you file.

Printing machinery: offset, letterpress, flexographic and gravure

The first group of six-digit subheadings sorts presses by printing method. Offset, letterpress, flexographic and gravure each have their own place. Offset and letterpress are then split again by how the paper is fed, from a reel or in sheets.

  • 844311: offset, reel-fed.
  • The sheet size must not exceed 22 x 36cm unfolded.
  • 844313: offset machines that do not fit the two codes above.
  • 844316: flexographic printing machinery.
  • 844317: gravure printing machinery.
  • 844319: other presses that print with plates, cylinders and other printing components of heading 8442, not named above.

Printers, copiers and fax machines, and their parts

The second group is for printers, copiers and fax machines. The code depends on two questions. Does the machine do one job or several? Can it connect to a computer or a network?

A multifunction printer that prints, copies or sends faxes, and can connect to a data processing machine or network, goes to 844331. A single-function machine that cannot connect goes to 844339.

The last group is parts and accessories. Code 844399 is for printing machinery parts and accessories not covered by 844391. Check the exact part against both descriptions.

How to classify a printer under HS code 8443 or a nearby heading

Start with what the machine does. Then work down to the six-digit code that matches its method, its feed and its connection.

Neighbouring headings are easy to mix up. Use these short notes to rule them in or out:

  • 8442 covers equipment for preparing or making printing components such as plates and cylinders. Heading 8443 covers the machines that print with them. That is the main difference between 8442 and 8443.
  • 8441 is for machines that make up paper pulp, paper or paperboard, including cutting machines of all kinds.
  • 8471 covers automatic data processing machines and units, such as readers and data processors. A printer that connects to one is still a printer under 8443.
  • 8473 covers parts and accessories for office machines of headings 8470 to 8472. Printer parts have their own codes inside 8443.
