HS Code 2907Phenols; monophenols, polyphenols, and phenol-alcohols
9 six-digit codes · Heading 7 of 42 in Chapter 29 · World Customs Organization Harmonized System
HS code 2907 is the customs heading for phenols, a family of chemicals used to make plastics, resins and many other products. Some traders call it HSN code 2907, and it is the same heading.
Heading 2907 is finely cut: 9 six-digit codes, 290711 to 290729, all of them under “Phenols; monophenols, polyphenols, and phenol-alcohols”. At that depth it is the exact wording of the code, not of the heading, that settles a classification. The heading is number 7 of 42 in Chapter 29, Organic chemicals, which runs to 410 six-digit codes in all.

HS code 2907: what it covers
A phenol is a chemical where an OH group is joined straight to a benzene ring. This heading holds simple phenols and their salts. It also holds polyphenols, which have more than one OH group on the ring, and phenol-alcohols.
Nearly every product here is a defined chemical compound, so the product name matters a lot when you pick a code.
Customs offices read the code text, not the trade name on the invoice. A buyer may write "carbolic acid" or "BPA" on an order. The tariff still needs the exact chemical to be matched to one six-digit line.
HS 2907 subheadings: phenol, cresols, bisphenol A and more
Here is each code in plain words. Use it next to the full table above.
- 290711: phenol (hydroxybenzene) and its salts
- 290712: cresols and their salts
- 290713: octylphenol, nonylphenol and their isomers, and their salts
- 290715: naphthols and their salts
- 290719: other monophenols not named elsewhere in the monophenol group
- 290721: resorcinol and its salts
- 290722: hydroquinone (also called quinol) and its salts
- 290723: bisphenol A, also called diphenylolpropane, and its salts
- 290729: other phenol-alcohols and polyphenols not named elsewhere in the polyphenol group
Monophenols vs polyphenols: choosing the right 2907 code
Start by counting the OH groups on the ring. One OH group means a monophenol, so look at the first group of codes. Two or more OH groups means a polyphenol, so look at the second group. Phenol-alcohols also go in the second group.
Next, look for your chemical by name. Phenol, cresols, nonylphenol, octylphenol and naphthols each have their own line. Resorcinol, hydroquinone and bisphenol A do too.
Use 290719 or 290729 only when no named line fits. These are the "not elsewhere classified" codes. If your product has a named line, a customs officer will expect you to use it.
If you are unsure, the HS code classifier can help you check your choice.
How HS 2907 differs from 2908, 2909 and 2906
HS 2908 is for phenols and phenol-alcohols that have been changed. A plain phenol stays in 2907. Once it has one of those changes, it moves to 2908.
HS 2909 covers ethers and ether-phenols. If a molecule has an ether link as well as a phenol part, check 2909 before you settle on 2907.
HS 2906 is for cyclic alcohols. In these, the OH group is not joined directly to a benzene ring. That is the key difference from a phenol.
HS 2907 import and export data
A code tells you what a product is. Trade records tell you who moves it. EximDataX shows shipment-level import and export records from official customs sources.
Coverage: 43 direct customs feeds plus 184 mirror-derived countries. Named buyers and named suppliers are available in 38 of the 43 direct markets. Most markets refresh weekly and some refresh daily.
