What HS code 2903 covers

A hydrocarbon is a molecule made only of carbon and hydrogen. In a halogenated derivative, some hydrogen atoms are swapped for halogen atoms. Heading 2903 holds these swapped molecules.

You may also see this heading called HSN code 2903. The number and the scope are the same. It is one of the headings of Chapter 29, which covers organic chemicals.

The code tells customs two things: which halogen is present, and what shape the carbon backbone has. That is why the subheadings below are split the way they are.

HS 2903 subheadings by halogen and structure

Read the codes in families. The first digits after 2903 point to the halogen and the structure. Each family below lists the products that are named in the code text.

How to choose the right 2903 code

Work through three questions in order. First, which halogen is in the molecule? Second, is the chain saturated or unsaturated? Third, is the carbon skeleton acyclic, cyclic or aromatic?

Then look for your product by name. If it is named, use that code. For a gas such as HFC-134a, that means 290345. For HFO-1234yf, it means 290351.

If your product is not named, use the n.e.c. code in the right family. N.e.c. means not elsewhere classified. The catch-all codes are 290319, 290329, 290349, 290359, 290369, 290379, 290389 and 290399.

Mixed-halogen products need extra care. Code 290377 is for perhalogenated products made only with fluorine and chlorine that are not named in 290371 to 290376. Code 290378 is for perhalogenated products with other halogen mixes. If you are unsure, test your product description in the HS code classifier.

2903 vs nearby headings in Chapter 29

Heading 2901 holds plain acyclic hydrocarbons, and 2902 holds plain cyclic hydrocarbons. They have no halogen atoms added. Once a halogen is attached, the product moves to 2903.

A chlorinated alcohol goes there, not in 2903. The test is simple: 2903 covers the hydrocarbon itself with halogens, while an alcohol group sends it to 2905 or a later heading.

It covers halogenated derivatives of hydrocarbons. These are hydrocarbons in which chlorine, fluorine, bromine or iodine has replaced some hydrogen.

What is the HS code for HFC-134a?

HFC-134a is classified under 290345. That code also names its isomer, HFC-134, under saturated fluorinated derivatives of acyclic hydrocarbons.

What is the HS code for HCFC-22 (chlorodifluoromethane)?

HCFC-22 falls under 290371. This is the first code for acyclic hydrocarbons that contain two or more different halogens.

What is the HS code for dichloromethane?

Dichloromethane, also called methylene chloride, is classified under 290312. Chloroform is next door in 290313.

Which HS code applies to HFO-1234yf?

Other unsaturated fluorinated products go to 290359.

What is the difference between HS 2901, 2902 and 2903?

Headings 2901 and 2902 cover acyclic and cyclic hydrocarbons without added halogens. Heading 2903 covers their halogenated derivatives.
