What HS code 2701 covers
Raw coal goes here. So do solid fuels that are made from coal. Some traders search for it as the HSN code 2701. The four digits are the same.
Heading 2701 sorts coal in two ways. First by type of coal. Then by shape: loose coal, or coal that has been pressed into a form. Each group has its own six-digit code, and the list below gives each one a plain name.
- 270111: anthracite
- 270112: bituminous coal
- 270119: other coal that is neither anthracite nor bituminous
- 270120: coal briquettes, ovoids and similar solid fuels made from coal
How to choose the right 2701 subheading
Start with the type of coal. If the shipment is anthracite, use 270111. If it is bituminous coal, use 270112. If it is another kind of coal, use 270119.
Next, check the shape. The first three codes say the coal is “not agglomerated”. That means it has not been pressed into lumps or blocks. These codes also say “whether or not pulverised”, so coal ground into powder stays in the same code. Pulverised coal is still coal.
Once the coal is pressed into briquettes, ovoids or a similar form, it moves to 270120. The key idea there is that the fuel is manufactured from coal.
Read the product line on the invoice before you pick a code. If the wording is unclear, try the HS code classifier.
What is not classified under HS 2701
Several products sound close to coal but sit in other headings. This is where most mistakes happen.
Lignite is the usual question when people compare HS 2701 and 2702. Lignite has its own heading, 2702, and that heading covers it whether or not it is agglomerated. Peat is in 2703. Coke and semi-coke are in 2704, even when they are made from coal.
Products from coal that are no longer solid fuel go elsewhere too. Tar distilled from coal is in 2706. Pitch and pitch coke are in 2708. If your goods fit one of these, do not use a 2701 code.
