HS code 27 mineral fuels: what the chapter covers

HSN code 27 is another name people use for this chapter. It covers energy goods that come out of the ground, and the products made from them. That means coal, crude oil, natural gas and the fuels and oils refined from them.

It also covers bitumen, mineral waxes and, as a special case, electrical energy. Many traders only think of fuel here. In fact the chapter reaches from solid coal to road asphalt and candle wax.

Customs offices sort these goods by how they are made and what state they are in. A solid, a liquid and a gas of similar origin can sit under different headings. The chapter title also mentions distillation. This means heating a material so that it separates into parts, as happens with coal tar and crude oil.

2701 to 2708: coal, lignite, peat, coke and semi-coke, coal gas, coal tar and pitch.
2709 to 2711: crude oil, other petroleum oils, and petroleum gases such as liquefied natural gas.
2712 to 2715: petroleum jelly and paraffin wax, petroleum coke, petroleum bitumen, natural bitumen and bituminous mixtures.
2716: electrical energy.

How to choose the right Chapter 27 code

Most mistakes come from a few look-alike headings. Check the points below before you file or search.

Start with crude oil. It has one code, 270900. Once the oil is refined, it moves to the next heading. That heading also takes blends made mostly of petroleum oils, and waste oils.

Among refined oils, light oils go to 271012. Oils that contain biodiesel have their own code. Waste oils are split by whether they contain PCBs.
For gases, liquefied natural gas is 271111, propane is 271112 and butanes are 271113. Natural gas in its gaseous state is 271121.
Coal sits in 2701 and lignite in 2702. Coke and semi-coke made from coal, lignite or peat share one code, 270400.
Petroleum coke is split by calcining. Raw coke is 271311 and calcined coke is 271312.
Petroleum bitumen is 271320. Natural bitumen and asphalt are 271490. Ready-made bituminous mixtures, such as mastics and cut-backs, belong to 2715.

Crude petroleum has a heading of its own, 2709. Only one six-digit code sits under it.

What is the difference between HS 2709 and 2710?

The test is whether the oil is still crude. Refined oils, blends and used oils move to heading 2710.

LNG is liquefied natural gas, which has its own liquefied code in heading 2711. LPG is mostly propane and butanes, which sit in the codes next to it.

It depends on the origin. Bitumen from petroleum is in heading 2713, natural bitumen is in 2714, and mixtures are in 2715.

Which HS code covers petroleum coke?

Petroleum coke belongs to heading 2713, and the exact code depends on calcining. Coke made from coal is a different product.
