HS Code 8546Electrical insulators of any material
3 six-digit codes · Heading 45 of 48 in Chapter 85 · World Customs Organization Harmonized System
HS code 8546 covers electrical insulators made of any material, split by glass, ceramic and everything else. Use this page to pick the right six-digit code and to find who trades these goods.
“Electrical insulators of any material” divides three ways under heading 8546 — 854610, 854620 and 854690. Each carries its own customs description, and the exact wording below is what a classification has to match. The heading is number 45 of 48 in Chapter 85, Electrical machinery and equipment and parts thereof; sound recorders and reproducers; television image and sound recorders and reproducers, parts and accessories of such articles, which runs to 296 six-digit codes in all.
HS code 8546 at a glance
An electrical insulator holds or separates live parts so that current does not leak where it should not. Heading 8546 is the customs home for these articles. The heading name says "of any material", so the material of the insulator, not its shape, decides the subheading.
Many buyers search for the HSN code for an insulator. HSN is the same Harmonized System number, so the answer is the same: start at 8546, then choose one of its three six-digit codes. The system is maintained by the WCO and used by customs offices worldwide to classify goods.
Six-digit codes under 8546: glass, ceramic and other insulators
Each subheading is a material class. Some tariff lists and customs forms write the code with a dot, so both forms are shown here.
- 854620 (also written 8546.20): insulators of ceramics. This is where porcelain insulators belong.
- 854690 (also written 8546.90): insulators of any material other than glass and ceramics.
How to choose the right 8546 subheading
Look at what the insulator body is made of. Do not go by the name on the invoice or by where it is used.
If the body is glass, use 854610. If it is ceramic, use 854620. Porcelain is a fired ceramic, so ceramic and porcelain insulators go under the same code. A quick check is to ask whether the main insulating part was shaped from clay and fired.
If the body is neither glass nor ceramic, use 854690. Polymer, composite, rubber and plastic insulators are examples of materials that fall into this last group. If you are not sure, run the product through the HS code classifier before you file.
8546 vs 8547 and 8544: what is not covered
The most common mix-up is with heading 8547. That heading covers insulating fittings for electrical machines and appliances, plus electrical conduit tubing and joints. Its own text excludes the insulators of 8546. In short, a pure insulator goes to 8546 and a fitting that only has insulating parts goes to 8547.
A cable that wears its own insulation is a cable, not an insulator. Do not file it under 8546.
Switching and protection apparatus is also separate. Headings 8535 and 8536 cover that equipment, and 8538 covers parts made for it. An insulator sold as a loose article stays in 8546, even if it will later be fitted into a switchgear.

HS Code 8546: common questions
What is HS code 8546?
It sits in Chapter 85 and has three six-digit subheadings.
What is the HS code for ceramic or porcelain insulators?
Porcelain is a ceramic, so it belongs here.
What is the HS code for glass insulators?
Glass insulators are classified under 854610, also written 8546.10.
Which code covers polymer or composite insulators?
Code 854690 covers electrical insulators made of any material other than glass and ceramics. Polymer and composite insulators fall here.
What is the difference between HS 8546 and 8547?
Heading 8546 is for insulators. Heading 8547 is for insulating fittings and conduit tubing, and it excludes the insulators of 8546.
Who imports electrical insulators?
Importers differ by country and by material. Search the three 8546 codes in the live records to see named companies, or book a demo to try it on your own product.
