What HS code 7317 covers

Heading 7317 is for small fasteners that are hammered or pressed into a material. Similar goods fit too, if they are made of iron or steel. Most people who search for the nails hs code want this heading.

The head of a nail may be a different material, and the product still fits. Only copper heads are shut out. You may also see the number written as HSN code 7317. The digits are the same in both cases.

Are copper headed nails classified under 7317?

No. If your nail has a copper head, do not file it here. Read the tariff text for other headings before you decide.

Staples need extra care. Read the 8305 wording and compare it with your product. Steel staples that are not covered there stay in 7317.

  • Steel nails, tacks and corrugated nails: 7317
  • Drawing pins: 7317
  • Staples outside heading 8305: 7317
  • Staples that fall in heading 8305: not 7317
  • Articles with copper heads: not 7317

How to choose the right code for nails and staples

Buyers often mix up fasteners. Heading 7318 covers screws, bolts, nuts, coach screws, screw hooks, rivets, cotters and washers. A simple test helps: a screw or bolt is turned in, while a nail is driven in.

Heading 7319 covers sewing and knitting needles, plus safety pins and other pins. So a drawing pin goes to 7317, but a safety pin goes to 7319. Heading 7326 holds other articles that are not named anywhere else in Chapter 73. Use it last, and only when no other heading fits.

Ask these questions in order:

  • Is the product made from iron or steel?
  • Is it a nail, tack, pin or staple, and not a screw, bolt or needle?
  • Is the head something other than copper?
  • If it is a staple, is it outside heading 8305?
