What HS code 6809 covers

The Harmonized System is the product list that customs offices use to name and sort goods. It is about articles of plaster: finished goods whose main material is plaster, or a plaster-based mix.

Board-type goods are the most common. Think of flat sheets, wall panels and tiles. Other shaped plaster items fall here too. Raw plaster is not the point of this heading. The goods must be made into an article.

How to choose between 680911, 680919 and 680990

Customs checks your goods against the exact wording of a subheading. Work through these questions in order. Stop at the first one that fits.

First, is the product a board, sheet, panel, tile or something similar? If yes, it belongs in 680911 or 680919. If not, go to 680990.

Second, for a board-type product, look at the facing. If it is faced or reinforced with paper or paperboard only, use 680911. This is the usual paper-faced plasterboard.

Third, if the facing is anything else, use 680919. That covers boards with other facings or reinforcement, and boards with none. Both 680911 and 680919 apply only to goods that are not ornamented.

Last, 680990 is the catch-all. Its wording says n.e.c., which means not elsewhere classified. Use it only when 680911 and 680919 do not fit.

  • Board, sheet, panel or tile with paper-only facing, not ornamented: 680911
  • Board, sheet, panel or tile with any other facing, not ornamented: 680919
  • Other plaster articles: 680990

HS 6809 vs nearby headings

Plaster shows up in several headings in this chapter. A wrong pick here is easy, so check the neighbours.

HS 6808 is for panels, boards, tiles and blocks made of vegetable fibre, straw, shavings, chips or wood waste, bound with cement, plaster or other mineral binders. Plaster is only the glue there. In 6809 the plaster itself is the main material.

If your product is cement-based rather than plaster-based, look there.

HS 6806 covers slag, rock wool and other mineral wools, plus insulating and sound-absorbing mineral materials. HS 6811 covers asbestos-cement and cellulose fibre-cement goods. Both are different materials from plaster, even when the finished product looks like a board.
