HS Code 5513Woven fabrics of synthetic staple fibres, containing less than 85% by weight of such fibres, mixed mainly or solely with cotton, of a weight not exceeding 170g/m2

11 six-digit codes · Heading 13 of 16 in Chapter 55 · World Customs Organization Harmonized System

HS code 5513 is for light woven polyester-cotton fabric and similar synthetic-cotton blends. Some traders call it HSN code 5513.

Heading 5513 is finely cut: 11 six-digit codes, 551311 to 551349, all of them under “Woven fabrics of synthetic staple fibres, containing less than 85% by weight of such fibres, mixed mainly or solely with cotton, of a weight not exceeding 170g/m2”. At that depth it is the exact wording of the code, not of the heading, that settles a classification. The heading is number 13 of 16 in Chapter 55, Man-made staple fibres, which runs to 110 six-digit codes in all.

What HS code 5513 covers

Picture a thin cloth woven from polyester and cotton yarns. The polyester part is spun from short fibres called staple fibres. This is the cloth the heading describes.

Three limits decide if a cloth belongs here. The cloth must not weigh more than 170g/m2.

The cloth is woven, not knitted. Its neighbours in the chapter cover raw fibre, waste, yarn and other woven fabrics. Knowing them helps you spot a product that does not fit.

Heading 5513 HS code classification: subcodes grouped by finish

The legal text of each subcode is long. It is easier to read the subcodes by finish first, then by fibre and weave. In every group the polyester codes come first.

  • Dyed: 551321 for plain weave, 551323 for other polyester weaves, and 551329 for a non-polyester synthetic blend.
  • Printed: 551341 for plain weave polyester, and 551349 for a non-polyester synthetic blend.

How to pick the right subcode

Ask three questions in order. Keep the exact subcode wording beside you, because the wording settles the answer.

First, name the synthetic fibre. If it is polyester, stay with the polyester codes. If it is another synthetic staple fibre, take the code in your finish group that says so.

Next, look at the finish. The codes run in finish order: unbleached or bleached first, then dyed, then yarns of different colours, then printed.

Last, check the weave. Plain weave has its own polyester code in every finish group. A twill with 3 or 4 threads has its own code only in the unbleached or bleached group. Any other polyester weave goes to the leftover polyester code of its group.

5513 vs 5512, 5514, 5515 and 5516

Most errors with polyester-cotton woven fabric come from the fibre share or the weight. Check these two first.

Heading 5512 takes woven fabrics where synthetic staple fibres reach 85 or more by weight. A lower share with cotton as the partner points back to 5513.

Heading 5514 holds the same blend when it is heavier than 170g/m2. Weight is the only difference between the two.

Heading 5515 collects other woven fabrics of synthetic staple fibres not named elsewhere in the chapter. Heading 5516 is for fabric made of artificial staple fibres, which are not synthetic. Yarn is a different product and sits in 5509.

Which woven fabrics of synthetic staple fibres less than 85 by weight belong in 5513?

Those where cotton is the main or only other fibre and the cloth is not heavier than 170g/m2. Heavier or more synthetic cloth goes elsewhere.

How are polyester staple fibres woven fabrics with a cotton blend classified?

Start with the polyester codes in 5513. Then pick the finish group, and last the weave.

Where do dyed woven fabrics of polyester staple fibres fit for import export?

What is the difference between HS 5513 and 5514?

Weight. Heading 5513 stops at 170g/m2, and heading 5514 starts above that weight.

When does polyester fabric fall under 5512 instead of 5513?

Look at the fibre share. When synthetic staple fibres are 85 or more by weight, the cloth moves to 5512.

What does this heading not include?
