10 six-digit codes · Heading 2 of 5 in Chapter 16 · World Customs Organization Harmonized System

Heading 1602 is finely cut: 10 six-digit codes, 160210 to 160290, all of them under “Prepared or preserved meat, meat offal, blood or insects”. At that depth it is the exact wording of the code, not of the heading, that settles a classification. What HS code 1602 covers

Think of 1602 as the home for ready-made meat products. The meat can come from poultry, pigs or cattle. Meat offal, such as liver, belongs here too. So do products made from blood or insects.

The word that matters is prepared. Meat that has been cooked, canned or otherwise made ready to sell is usually a 1602 product. Fresh meat is classed elsewhere in the tariff, and so are sausages. The sausage rule is explained further down this page.

Most of the codes start with the words meat preparations. After that, the text names the animal and the cut. That is why the animal is the fastest way to find your code.

HS 1602 subheadings by meat type

Here are the codes grouped by animal, in plain words. Use this list first, then read the full code text in the table above.

  • Poultry meat preparations: 160231 for turkey, 160232 for chicken (fowls of the species Gallus domesticus), and 160239 for all other poultry.
  • Prepared liver: 160220 for the liver of any animal.
  • Homogenised meat preparations: 160210 for smooth, blended products made from meat, offal, blood or insects.
  • Everything else: 160290 for meat, offal or blood of any other animal, not named elsewhere in 1602.

How to choose the right 1602 code

Work through your product with a few simple questions. Start with the most specific codes and move to the catch-all codes last.

First, is the product homogenised? If yes, use 160210. The poultry, pork and beef codes all leave homogenised products out. Second, is it liver? If yes, use 160220. The poultry and beef codes leave out livers too.

Next, look at the animal. For turkey, use 160231. Duck, goose and other birds go to 160239. For pork, check the cut. Beef goes to 160250.

Use 160290 only when no other code fits. It is the last stop, not the first guess. If you are not sure, the HS code classifier can help you narrow it down.

Difference between HS 1601 and 1602, and other nearby headings

Chapter 16 has a few headings that look alike. The boundaries are simple once you know what each one holds.

If the product is a sausage, it goes there. Other prepared meat, such as canned ham or prepared chicken, goes to 1602.

Heading 1603 is for extracts and juices of meat, fish and similar animals. These are concentrated liquids, not pieces of meat.

Fish is a different story. Prepared or preserved fish, caviar and caviar substitutes go to 1604, so they never belong in 1602.
