What HS code 8204 covers

Heading 8204 is for hand tools that grip and turn nuts and bolts. A person turns them by hand. No motor drives them.

Two kinds of goods sit here. A torque meter wrench, which shows how hard you are turning, counts as part of this group. The second is interchangeable spanner sockets, sold with or without handles.

One tool is left out on purpose: the tap wrench. If you ship tap wrenches, look at heading 8205 instead. It is the catch-all for hand tools not named anywhere else.

How to choose between 820411, 820412 and 820420

Ask two simple questions about the product. Answer them in order.

First, is it an interchangeable spanner socket? If yes, the code is 820420. It makes no difference whether the socket comes with a handle or without one.

  • Fixed size, cannot be adjusted: non-adjustable spanner or wrench, 820411.
  • Jaw or opening can be changed: adjustable spanner or wrench, 820412.
  • Torque meter wrench: it stays in the spanner and wrench group, so choose 820411 or 820412 by whether it adjusts.
  • Socket, with or without handle: 820420.

Where 8204 sits in the Harmonized System, and what is not 8204

The Harmonized System sorts goods into sections, chapters and headings. Heading 8204 sits in Chapter 82, which holds hand tools of base metal, and Chapter 82 belongs to Section XV, base metals. You may see 8204 called HSN code 8204 in India or HTS code 8204 in the United States. The heading number is the same. Each country adds its own extra digits and its own duty rates, so check the official national tariff of the importing country. We show no duty figures here.

Many hand tools look alike, so check the neighbours before you settle on 8204:

  • 8203: files, rasps, pliers, pincers, tweezers, metal cutting shears and pipe cutters.
  • 8205: hand tools not named elsewhere, plus vices, clamps and anvils. Tap wrenches are checked here.
  • A boxed socket and spanner set is a likely fit.
  • 8207: interchangeable tools for hand tools or machine tools, such as drilling tools and dies.
