What HS code 7410 covers
Heading 7410 is for copper foil. Foil is copper rolled into a very thin sheet. It may be plain, printed, or stuck to a backing such as paper, paperboard or plastic. The heading sets one hard limit on thickness. The backing is not counted toward that limit, so only the copper itself is measured.
Chapter 74 groups copper and the things made from copper. Under the Harmonized System, customs offices around the world read these headings the same way up to six digits. That is why the exact wording of each code matters when you file or check a shipment.
Traders also say thin copper foil or copper foil sheet. These are trade names. The customs description is the text that counts.
HS 7410 subheadings: 7410.11, 7410.12, 7410.21, 7410.22
Heading 7410 splits on two questions. Is the foil backed? Is it made of refined copper or of a copper alloy? Two answers to each question give four subheadings. People often write them with a dot, such as 7410.11. Customs systems often drop the dot, as in 741011. Both forms point to the same code.
- 7410.11 (741011): foil with no backing, made of refined copper.
- 7410.12 (741012): foil with no backing, made of copper alloys.
- 7410.21 (741021): foil on a paper, paperboard or plastic backing, made of refined copper.
- 7410.22 (741022): foil on a paper, paperboard or plastic backing, made of copper alloys.
How to choose the right copper foil code
Work through three checks in order. Keep the product spec sheet next to you.
- Step 1, thickness: measure the copper only, without any backing. If it is within the heading limit, stay in 7410. If it is thicker, look at 7409.
- Step 2, backing: if the foil sits on paper, paperboard, plastic or a similar material, use 7410.21 or 7410.22. If there is no backing, use 7410.11 or 7410.12.
- Step 3, metal: pick the refined copper code if the foil is refined copper.
- Then compare your result with the full customs wording before you file. The HS code classifier can help if you are unsure.
7410 vs nearby copper headings
Most mistakes happen at the edges of a heading. Here are the closest neighbours.
Thicker flat copper is not foil. Copper in loose grains or flakes is a different product again and sits in heading 7406. Metal not yet worked into foil, such as refined copper in unwrought form, falls under 7403. Copper wire has its own heading, 7408.
A simple rule helps. A thicker flat sheet is a plate or strip. Small grains are powder. A long round strand is wire. Duty on any of these differs from one importing country to another, so check the rate for your destination before you ship.
