HS Code 5903Textile fabrics impregnated, coated, covered or laminated with plastics, other than those of heading no. 5902
3 six-digit codes · Heading 3 of 11 in Chapter 59 · World Customs Organization Harmonized System
HS code 5903 is for woven or knitted cloth that has been given a layer of plastic. This page shows which plastic goes with which code, and what to rule out first.
“Textile fabrics impregnated, coated, covered or laminated with plastics, other than those of heading no. 5902” divides three ways under heading 5903 — 590310, 590320 and 590390. Each carries its own customs description, and the exact wording below is what a classification has to match. The heading is number 3 of 11 in Chapter 59, Textile fabrics; impregnated, coated, covered or laminated; textile articles of a kind suitable for industrial use, which runs to 24 six-digit codes in all.
Six-digit codes under heading 5903
| HS Code | Import–export description |
|---|---|
| 590310 | Textile fabrics; impregnated, coated, covered or laminated with poly(vinyl chloride) |
| 590320 | Textile fabrics; impregnated, coated, covered or laminated with polyurethane |
| 590390 | Textile fabrics; impregnated, coated, covered or laminated with plastics, (excluding polyvinyl chloride, polyurethane and those of heading no. 5902) |
What HS code 5903 covers
A fabric is the base. A plastic is then soaked into it, spread on top of it, wrapped around it or pressed onto it in layers. The result is still a textile product, but with a plastic skin or filling.
Some traders call this the HSN code 5903. It is the same four-digit number. The heading is a short label. The six-digit codes under it carry the detail.
One group is left out on purpose. Tyre cord fabric made of strong yarn goes to heading 5902, even when plastic is involved. That is why the wording of 5903 ends with an exclusion. Check this first, because it removes one whole group of goods before you look at the plastic.
Six-digit codes under 5903: PVC, polyurethane and other plastics
The three codes split by the type of plastic. The fabric is the same kind of thing in each case. Only the coating changes.
- 590310: fabric treated with poly(vinyl chloride). This is the code for PVC coated fabric and for poly(vinyl chloride) coated textiles.
- 590320: fabric treated with polyurethane. Use it for polyurethane coated fabric and PU laminated fabric.
- 590390: fabric treated with any other plastic. It leaves out PVC, polyurethane and the tyre cord fabric of 5902.
How to choose the right code
Ask three short questions. If yes, it belongs to 5902. Second, is the coating plastic? If not, look at the nearby headings below. Third, which plastic is it? PVC points to 590310, polyurethane to 590320 and any other plastic to 590390.
If you do not know the coating, get the product data sheet from the maker. A wrong guess here can send the shipment to the wrong line. For help, try the HS code classifier.
Duty is not set by the six-digit code alone. Each country adds its own tariff lines under these codes, so check the rate in the importing country before you ship.
HS 5903 vs 5906 and other nearby headings
The most common mix-up is 5903 versus 5906. Heading 5903 is for plastics. The material of the coating decides it.
Heading 5907 is the catch-all for fabrics that are otherwise impregnated, coated or covered. It also takes painted canvas used as theatre scenery. If the coating is plastic, it stays in 5903. If it is something else, look at 5907.
Some products are not fabric sheets at all. Textile belts for transmission or conveying go to 5910, even if they carry a plastic layer. Floor coverings on a textile backing, such as linoleum, go to 5904.
