What HS code 4706 covers

Recovered paper is used paper that is collected and sent back to a mill. The mill breaks it into fibres again. The pulp that results is classified here.

The heading also takes pulp of other fibrous cellulosic material. That means plant fibres that are not ordinary wood. Bamboo and cotton linters are two named examples. In India the same number is often called HSN code 4706.

Pulp made from ordinary wood does not belong here. It sits in the wood pulp headings next door.

How to pick the right 4706 code

Work through the subheadings in order. First ask what the fibre is. Ask how it was pulped only if the fibre is not one of the three named ones.

The last three codes are catch-alls. They leave out bamboo, waste paper fibres and cotton linters, so check those three first.

  • 470610: cotton linters pulp.
  • Use it for recycled pulp.
  • 470630: bamboo pulp.
  • 470691: any other fibre, pulped by a mechanical process.
  • 470692: any other fibre, pulped by a chemical process.
  • 470693: any other fibre, pulped by a mix of mechanical and chemical processes.

HS 4706 vs 4707 and wood pulp headings 4701 to 4705

The first question is whether you have paper or pulp. That is the used paper itself, before it becomes pulp. Heading 4706 is the pulp.

Wood pulp has its own headings. Mechanical wood pulp is 4701. Wood pulp made by mixing mechanical and chemical pulping is 4705.

A simple rule helps. Unpulped waste paper goes to 4707. Pulp of waste paper or non-wood fibres goes to 4706.
