2 six-digit codes · Heading 18 of 26 in Chapter 39 · World Customs Organization Harmonized System

HS code 3918 covers plastic floor coverings, plus wall and ceiling coverings made of plastic. They come in rolls or tiles, and they may or may not be self-adhesive.

Heading 3918 splits exactly two ways. Goods answering to “Floor coverings of plastics, self-adhesive or not, in rolls or tiles; wall or ceiling coverings of plastics, in rolls of a width not less than 45cm” classify either at 391810 or at 391890, and the wording in the table below is the whole of what separates them. The heading is number 18 of 26 in Chapter 39, Plastics and articles thereof, which runs to 131 six-digit codes in all.

Six-digit codes under heading 3918

HS CodeImport–export description
391810Floor, wall or ceiling coverings; of polymers of vinyl chloride, whether or not self-adhesive, in rolls or in the form of tiles
391890Floor, wall or ceiling coverings; of plastics (excluding polymers of vinyl chloride), whether or not self-adhesive, in rolls or in the form of tiles

What HS code 3918 covers

Think of anything you walk on or hang on a wall that is made of plastic and sold as a flat covering. Vinyl flooring rolls, plastic floor tiles and plastic wall coverings all belong here.

Three tests decide whether a product fits. It must cover a floor, a wall or a ceiling. It must come in rolls or as tiles. A wall or ceiling roll must also be at least 45cm wide.

Self-adhesive does not matter for this heading. A floor tile with a sticky back and a tile without one are both read under 3918. That surprises many people, which is why the next sections matter.

HS code for PVC vinyl flooring: 391810 or 391890?

The two six-digit codes differ by one thing only: the type of plastic. Work through these questions in order.

  • Is the product a floor, wall or ceiling covering in rolls or tiles? If not, it is not in 3918.
  • Is it a wall or ceiling roll? Then check the width rule from the section above.
  • Is the plastic PVC? Vinyl flooring rolls and PVC floor tiles go to 391810.
  • Is it any other plastic? Then use 391890, which leaves PVC out.

3918 vs 3919, 3921, 3925 and 3904

Several nearby headings sound alike. Most mix-ups come from the word self-adhesive or the word sheet.

Heading 3919 covers self-adhesive plates, sheets, film, foil, tape and strip, in rolls or not. Heading 3918 is for coverings. A sticky plastic tape or a plain adhesive film is a flat shape, so it belongs to 3919.

Heading 3921 is the catch-all for plain plastic sheet material. That is a raw material, not a finished covering. Heading 3920 follows the same idea for sheet material that is not self-adhesive. Heading 3925 is for builders' wares of plastics that are named nowhere else, so check it if your item is a building fitting rather than a covering.

Heading 3904 is different again. It holds vinyl chloride polymers in primary forms, such as raw resin. That is the material used to make PVC flooring, not the flooring itself. Once it is made into a covering, it moves to 391810.
