HS Code 3907Polyacetals, other polyethers and epoxide resins, in primary forms; polycarbonates, alkyd resins, polyallyl esters and other polyesters, in primary forms
11 six-digit codes · Heading 7 of 26 in Chapter 39 · World Customs Organization Harmonized System
HS code 3907 is the customs heading for several plastic raw materials, such as epoxy resin, polycarbonate, PET and PLA. This page explains each product family and how to choose the right subheading.
Heading 3907 is finely cut: 11 six-digit codes, 390710 to 390799, all of them under “Polyacetals, other polyethers and epoxide resins, in primary forms; polycarbonates, alkyd resins, polyallyl esters and other polyesters, in primary forms”. At that depth it is the exact wording of the code, not of the heading, that settles a classification. The heading is number 7 of 26 in Chapter 39, Plastics and articles thereof, which runs to 131 six-digit codes in all.

What HS code 3907 covers
This heading groups a set of plastic raw materials. They are all "in primary forms". That means the plastic is still a raw material, such as powder, granules, flakes, liquid or paste. It has not yet been made into sheets, pipes or finished goods.
Traders often use common names, not the long customs wording. Here is how the names line up with the HSN code 3907 subheadings:
- Polyacetals (also called POM): 390710
- Polyethers other than polyacetals: 390721 and 390729
- Epoxy resins, called epoxide resins in the HS: 390730
- Polycarbonates: 390740
- Alkyd resins: 390750
- PET resin and PET chips: 390761 and 390769
- PLA, or poly(lactic acid): 390770
- Other polyesters, unsaturated or saturated: 390791 and 390799
How to pick the right 3907 subheading
Start with the polymer. Find its chemical name on the supplier's data sheet. Then look for the point where the code splits. Most splits in this heading rest on one clear test.
Polyacetals have their own code, 390710. Every other polyether goes to 390721 or 390729. The wording of these two codes is close, because both name bis(polyoxyethylene) methylphosphonate. Read both texts in full before you choose, and use the HS code classifier if you are unsure.
PET is split by viscosity. Use 390761 when the viscosity is 78ml/g or higher. Use 390769 when it is less than 78ml/g. The number is on the technical data sheet, so check it before you file.
Polyesters that are not named elsewhere in the heading are split by type. Use 390791 for unsaturated polyesters and 390799 for saturated ones. The letters n.e.c. mean "not elsewhere classified". So PET and PLA do not belong here, because they have their own codes.
Check the form of the goods too. The heading covers primary forms only. A finished item made from the same polymer usually sits in another part of the plastics chapter.
3907 vs nearby plastics headings
Many plastic raw materials look alike on paper. Mistakes often happen at the border between two headings. These are the neighbours to check.
Acrylic polymers belong to heading 3906. Polyamides, such as nylon resins, belong to heading 3908. Amino-resins, phenolic resins and polyurethanes belong to heading 3909. Petroleum resins, polysulphides, polysulphones and similar synthetic products belong to heading 3911.
Plastic waste, parings and scrap are a special case. They go to heading 3915, even when the plastic is a polyester or a polycarbonate. Browse the full chapter list if your product does not fit any of these.
Find buyers and suppliers of 3907 resins
A code tells you what a product is. Shipment records tell you who trades it. For resin sellers, that means finding the companies that already buy epoxy, polycarbonate or PET. For buyers, it means finding the firms that already ship them.
EximDataX shows shipment-level import and export records from official customs sources. Coverage: 43 direct customs feeds plus 184 mirror-derived countries. Named buyers and named suppliers are available in 38 of the 43 direct markets. Most markets refresh weekly and some refresh daily.

HS Code 3907: common questions
What is HS code 3907?
It is a four-digit Harmonized System code for certain resins and polyesters sold as raw material.
What is the HS code for epoxy resin?
Use 390730. Make sure the goods are raw resin and not a finished article.
What is the HS code for polycarbonate granules?
Use 390740. Granules are a raw form of the plastic, so they fit.
What is the difference between HS 390761 and 390769?
The only difference is the viscosity of the PET. The data sheet shows which side of the 78ml/g line your resin falls on.
What is the HS code for PLA?
Use 390770, the code named for poly(lactic acid).
Which HS code covers polyacetals?
Use 390710. Keep it apart from the other polyether codes.
Is HS code 3907 the same in every country?
The first six digits are shared by countries that use the Harmonized System. Beyond that, each country adds its own lines, and duty rates differ. Check your local tariff for the exact line and rate.
