HS Code 3812Prepared rubber accelerators; compound plasticisers for rubber or plastics, n.e.c. or included; anti-oxidising preparations and other compound stabilisers for rubber or plastics

4 six-digit codes · Heading 12 of 27 in Chapter 38 · World Customs Organization Harmonized System

HS code 3812 is the customs heading for ready-made chemical blends that help rubber and plastic cure, stay soft and resist ageing. This page explains each code in plain words and shows how to tell them apart.

The WCO writes heading 3812 as a residual bucket: goods of Chapter 38that answer to “Prepared rubber accelerators; compound plasticisers for rubber or plastics, n.e.c. or included; anti-oxidising preparations and other compound stabilisers for rubber or plastics” and that no more specific heading in the chapter already claims. It still carries 4 six-digit codes, 381210 through 381239, so “other” is not the end of the classification here. The heading is number 12 of 27 in Chapter 38, Chemical products n.e.c., which runs to 108 six-digit codes in all.

What HS code 3812 covers

Heading 3812 is for chemical mixtures used when making rubber and plastic goods. These are blends, not single pure chemicals. Factories add them to change how the material cures, bends or ages. In the trade you will also hear them called rubber chemicals.

The heading sits in Chapter 38, chemical products n.e.c., but it is not a catch-all. Only the compound plasticiser part carries the words "n.e.c. or included". The other parts are named products. Here is what each six-digit subheading means in everyday terms:

  • 381210: prepared rubber accelerators. These are mixtures that make rubber cure faster.
  • 381220: compound plasticisers (plasticizers in US spelling). They make rubber or plastic softer and easier to shape.

How to choose between 381231 and 381239

It is a well-known rubber antioxidant. If you ask for the HS code for TMQ rubber antioxidant, the answer is 381231, but only when the product is a mixture of TMQ oligomers.

Use one simple test. Does the active part of the product consist of TMQ oligomer mixtures? If yes, choose 381231. If it is any other antioxidant or stabiliser blend for rubber or plastics, choose 381239.

A common slip is to file every rubber antioxidant under 381239 without checking for TMQ. Another is to file a single, chemically defined compound here. Such compounds are generally classed in other parts of the chemicals chapters. Ask your supplier for the product data sheet before you pick a code.

HTS 3812 and HS 3812 share the same first digits. National tariff lines add more digits after the six-digit code, so check your own country's line with the HS code classifier.

What HS 3812 does not include

Several nearby headings sound alike, so goods are often filed in the wrong place. Use this short guide.

Additives for oils and fuels go to heading 3811, not here. That heading covers anti-knock products, gum inhibitors and anti-corrosive preparations for mineral oils and other liquids.

Do not mix these up with rubber accelerators. A rubber accelerator speeds up the curing of rubber and belongs to 381210.

Finishing agents and dye carriers for textile, paper and leather work go to heading 3809. Chemical preparations that no other heading names go to heading 3824. Always try the named headings first, and fall back on 3824 only when nothing else fits.
