What HS code 67 covers
Chapter 67 of the Harmonized System is a small chapter of goods that look very different from each other. What links them is the material and the work done on it. Feathers, down, hair and artificial plant goods all end up here once they have been prepared or made into articles.
In India the same chapter is often called HSN code 67. The first six digits are the same as the international code. The chapter belongs to Section XII, next to footwear, headgear and umbrellas. If your product is a shoe, a hat or an umbrella, see Chapter 64, Chapter 65 or Chapter 66 instead.
HS 67 headings: feathers, flowers, hair and wigs
Each heading has its own page with its full list of six-digit codes. This is a quick guide to which one to open.
A six-digit code is the shared base used by customs offices around the world. Many countries add more digits on top for their own tariff lines. Always check your national code against the six digits shown here.
- 6701: bird skins and parts with feathers or down, feathers, down and articles of them
- 6702: artificial flowers, foliage and fruit, and articles made of them
- 6703: human hair and other hair prepared for making wigs
- 6704: finished wigs, false beards, eyebrows and eyelashes, and switches
Prepared feathers and down: are raw feathers in Chapter 67 or 0505?
Heading 6701 covers skins and other parts of birds that still have their feathers or down. It has a single six-digit code, 670100.
The heading has two clear exclusions. Goods that belong in heading 0505 are not classified here. Worked quills and scapes are left out too. If your feathers are raw or only cleaned, check heading 0505 first. If they are made into an article, such as a feather piece, 6701 is the likely home.
Artificial flowers: plastics or other materials
The split below that is by material.
Use 670290 when they are made of anything else, such as fabric or paper. Look at what the product is mostly made of. That is the question that decides the code.
Human hair and wigs: the difference between 6703 and 6704
The difference is the state of the goods. Heading 6703 is for hair that has been worked but is not yet a wig.
Inside 6704 the material decides the code. Use 670419 for synthetic false beards, eyebrows, eyelashes and switches, so synthetic false eyelashes go here. Use 670420 for wigs and similar goods of human hair, including human hair wigs and human hair eyelashes. Use 670490 for animal hair or textile materials that are not synthetic.
If you are unsure, try the HS code classifier. Describe the product, its material and whether it is finished, and compare the result with the heading wording on this page.
